Technical Focus\:

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is currently implementing “Improvement of Cattle Production in Azerbaijan through Establishment of Effective Cattle Breeding and Feeding Systems” and “Development and application of sustainable sheep production and food value chains” projects under FAO-Azerbaijan Partnership Programme. The main purpose of cattle breeding and feeding project is the improvement of cattle productivity through establishment of an appropriate breeding management and strengthened services for AI, and feeding systems, while sheep production project aims to improve rural livelihoods and food security through enhanced sheep productivity and strengthened human capacities.

Under the overall supervision of Representative of FAO Partnership and Liaison Office in Azerbaijan, the direct supervision of the AFAOR, the technical supervision of the Lead Technical Officer (LTO) and in close coordination with the FAPP Manager; in close collaboration with the Ministry of Agriculture, the national counterparts, the National Project Coordinator (NPC), Junior Technical Officer (JTO) and the International and National Consultants, the Project Technical Coordinator will perform the following tasks\:

Tasks and responsibilities\:
  • Oversight of overall project implementation including development of detailed quarterly and yearly work plans;
  • Ensure technical soundness and coherence of implementation of the project in line with the approved work plans;
  • Provide necessary contributions to the review and possible revisions in the project work plans;
  • Guide Field Assistants, oversee their work within pilot districts;
  • Coordination of project activities;
  • Ensure all project staff and all consultants fully understand their role and their tasks, and support them in their work;
  • Contribute to the development of trainings, extension and visibility materials;
  • Provide the relevant support in the organization of workshops, agricultural fair and exploratory visits;
  • Contribute to the development of the technical specifications for equipment procurement;
  • Assure quality of project activities and project outputs;
  • Contribute and participate in the discussion of project outcomes with the representatives of the interested sides;
  • Facilitate and strengthen collaboration between national project’s stakeholders and regional/international partners to ensure smooth implementation and delivery of project’s activities;
  • Contribute to the timely process of monitoring and evaluation as well as lessons learned along the project implementation;
  • Perform other duties as required.
Minimum Requirements\:
  • Technical college or University degree in animal science or agriculture
  • From 3 to 5 years of relevant experience
  • Experience with project management
  • Working knowledge of Azerbaijani and English
  • National of Azerbaijan

Technical/Functional Skills

  • Development of Terms of References for the procurement of dairy units and mobile slaughterhouses
  • Compile inputs to the development of training and visibility materials
  • Organization as minimum 3 training workshops and 2 discussion meeting with participation of relevant stakeholders;
  • Development and organization of survey and delivery of the report
  • Delivery of relevant reports on time
  • Monthly reports describing implementation status of above tasks
  • Completes tasks in a timely, cost-effective way and/or escalated properly
