ABOUT THE JOB

The Safety Officer will ensure a coordinated and compliant management of safety and security. Under the direction of the Safety and Access Team Leader, the Safety officer will also provide the Area Office with context updates as well as arrange training and briefings. In support of these, and also under the direction of the Safety and Access Team Leader, the Safety Officer will perform the following:

Responsibilities:

Security and safety management

  • Supervise and manage briefing of staff on safety awareness and DRC SOPs (including hibernation and evacuation procedures); as well as conducting ad‑hoc briefings for visitors.
  • Identify and with the support of the Area Manager / Safety Manager, arrange for regular safety training of staff to include, but not limited to: First Aid Training; Mine Risk Awareness and Personal Safety Awareness, and maintain training records of each staff member.
  • Engage DRC’s SRMS to include but not limited to updating SLS ratings and the MOSS.
  • Conduct site assessments with recommendations for physical security improvements and with the Safety Manager, follow the procurement process to ensure the completion of approved upgrades.
  • Conduct location/area assessments with mitigation/avoidance recommendations.
  • Report to Area Manager / Safety Manager, all incidents involving staff, assets and premises that compromise access in any way.
  • Serve on any convened critical incident management teams and assist with dealing with the incident.
  • Oversee or if necessary, conduct regular functionality checks of safety equipment of all premises and vehicles, to include, but not limited to: First Aid Kits; Hibernation Stores; Smoke Detectors; Fire Extinguishers; Fire Blankets.
  • In concert with support services, provide plans for transportation along with driver schedules, ensuring the vehicle equipment are in right place and in good conditions as well as facilitating safe transportation for all staff.

Access, liaison and context analysis

  • Collect, compile and distribute information in order to assist programming, to include assisting the Access Officer in gathering information that can assist in facilitating access.
  • Create and maintain a network of contact who may be contacted to corroborate information, engage in consultation with in the even of an incident or obstacles to access.

Document filing and representation

  • Representing DRC or participating with Area Manager to access and security meetings with third parties. As well as to individual meetings with specific stakeholders.
  • Maintain filing system of safety files and records

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 3 years’ experience in security management, access or liaison.
  • Experience to work and deal with governmental, non‑governmental and tribal stakeholders.
  • Staff coordination and organization.

 

Education/qualifications:

  • Degree in Political Science, Security, Law or similar subjects.
  • Good reporting skills and sound ability of context analysis
  • Good communication skills
  • Functional working knowledge of Microsoft Office and Google Earth Pro
  • Solid organizational skills and strong personal work ethic

Languages:

  • Good knowledge of English and fluency in Dari and Pashtu

We Offer:

  • Salary and conditions will be in accordance with DRC salary scale
  •  DRC will offer the successful applicant a contract till end of 2020.
