UNICEF is the agency of the United Nations mandated to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. In Kenya, UNICEF works with the government and other partners to address four key development priorities under the current 2018-2022 Country Programme: (a) reduced mortality and stunting; (b) improved early learning and education; (c) enhanced child and adolescent protection and HIV prevention; and (d) improved social protection, inclusion and resilience-building.

Within this framework and as set out in the 2018-2022 Country Programme Document, UNICEF Kenya country office is implementing the ‘Sanitation for Universal Health Coverage (UHC)’ project that aims at supporting Kenya to achieve UHC by accelerating the elimination of open defecation and facilitating access to basic sanitation in communities and schools. For the rural sanitation component, UNICEF will contribute to Improving health through acceleration of elimination of open defecation through community led total sanitation (CLTS) in 9 high-burden Counties. It is expected that target communities will be mobilized to construct toilets and adopt good hand washing behaviours through support from MoH at county and local level. As a result, 1,500,000 people will live in open defecation free villages in 9 Counties and 15 sub counties will become open defecation free.

Community Led Total Sanitation (CLTS) has been adopted as the core strategy for implementing the Open Defecation Free (ODF) Rural Kenya initiative aiming to achieve ODF Kenya by end of 2020. Since 2011, the GoK has put in place a comprehensive set of sanitation policies to guide progress towards the universal access target stated in Kenya’s VISION 2030. This Vision is in line with the Sustainable Development Goal (SDG) Target 6.2 which aims at achieving access to adequate and equitable sanitation and hygiene for all and end open defecation by 2030. The ODF Kenya initiative is supported by the National ODF Kenya 2020 Campaign Framework, Protocol for implementing CLTS in Kenya and National guidelines for Verification and Certification of ODF Communities in Kenya. 

Since 2013, UNICEF supported the scale up of Community Led Total Sanitation (CLTS) through engagement with the National Ministry of Health (MoH) and priority Counties. County governments play a key role in CLTS implementation as the Constitution of Kenya 2010 established a highly devolved model of governance, creating 47 county governments with responsibility for delivering basic services, including drinking water and sanitation. This project aims at fostering results and achievement of the National ODF Roadmap.
The project will be implemented in 9 Counties with high rates of open defecation, namely Turkana, Narok, Kilifi, Baringo, Samburu, Homa Bay, Kwale, West Pokot and Marsabit, over a period of 12 months. Implementation will be done through selected NGOs and County Governments.

Functional Responsibilities

Purpose, objectives, and scope of work

UNICEF KCO is looking for 3 individual national consultants with a track record of substantial sanitation expertise that includes CLTS who will support the implementation of the S-UHC Project. Consultants will each be assigned responsibility for project activities in two counties; therefore, the consultants will be expected to be based in one of the two assigned counties, dividing their time equally between the two counties to support implementation of CLTS activities. The county pairs are Kilifi and Kwale; Marsabit and Samburu; West Pokot and Baringo. The consultants will be provided with regular technical supervision by senior UNICEF WASH staff based in the Nairobi Country Office, and the Lodwar and Garissa Zonal Offices. Furthermore, the consultants will be facilitated with logistics and IT support, as well as basic office equipment. It is expected that the consultants will spend the majority of their time supporting County Governments to plan, implement, monitor and follow-up the implementation of the CLTS interventions.

Activities and Tasks

  • Set clear targets against timelines for achieving Sanitation and Hygiene results in the Counties of focus for while ensuring quality, clear documentation of evidence of work done is achieved and verifiable. 

  • Develop methodology, work plans, targets, indicators and time frame at County level

  • Organise inception meeting with IPs and County MoH on modalities of implementing CLTS approach and integrating it with COVID-19 IPC messaging

  • Provide technical support to County MoH/IPs for all trainings in CLTS approaches (e.g. training in CLTS facilitation, training in CLTS MIS and training in ODF verification and certification of communities) and modifications of the approach integrated with COVID-19 IPC measures

  • Monitor and follow up implementation of CLTS interventions.

  • Support development of ODF Roadmaps at county level.

  • Ensure the CLTS Real Time monitoring Platform is up to date.

  • Review and input implementation plan and budget submitted by County MoH/IPs to be in line with Sanitation for UHC

  • Conduct monitoring and evaluation exercises to select sub counties and ensure these attain ODF status.

  • Documentation of human-interest stories and good practices in Rural Sanitation and Hygiene.

  • Provide technical support to County MoH/IPs for implementation, monitoring and reporting of Rural Sanitation Components of Sanitation for UHC and strengthen the WASH hub. 

  • Coordinate all County programme meetings with IPs, National MoH, UNICEF and ensure proper records and actions are drawn for implementation and support.

  • Provide technical and administrative support throughout all stages of CLTS programming by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems to support progress towards the WASH-related outcome and/or output results in the country programme.

  • Work collaboratively with UNICEF, NGOs as well as National and County Government partners to collect/analyse/ share information on Sanitation and Hygiene implementation issues, provide solutions on routine programme implementation through use of Community Led Total Sanitation (CLTS) and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned and knowledge management.

  • Ensure liaison between UNICEF, Counties and Implementing Partners.

  • Participate in monitoring and evaluation exercises, quality assurance, programme reviews and sectoral reviews with County governments and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.

  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity at County level. Report on issues identified to enable timely resolution by management/stakeholders.

  • Undertake field visits, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems and provide suggested solutions to the supervisor for timely action.

  • Provide technical and operational support to implementation partners, County Government, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation in Rural Community Component for Sanitation and Hygiene Promotion.

  • Provide monthly reports to UNICEF.

  • Provide a final report to UNICEF.

Responsibilities and management arrangement

  • The consultants will work under the overall guidance of the UNICEF Chief of WASH, and under the direct supervision of the UNICEF WASH Specialist (Sanitation).

Expected deliverables with corresponding indicative timeline and payment schedule

  • Monthly progress report on results as per Rolling Work Plan including bottlenecks, analysis of performance indicators using DHIS, emerging humanitarian response issues and innovations with potential for scale-up.

  • Monthly coordination meetings held, minutes produced and action points implemented against Rolling Work Plan performance targets.

  • Monthly HACT (Monitoring reports) and updates on partners cooperation agreements available on UNICEF WASH partnerships in Counties.

  • Strategies and activity/action plans defined for key sanitation issues in counties.

  • Lessons learnt and human-interest stories facilitated as appropriate.

  • Robust M&E frameworks designed and updated as nationally guided.

  • Accountability 

  • Timely submission of administrative requirements.

  • Accountable to UNICEF ZOs, KCO over individual performance and results achieved.

  • Accountable to UNOPS on use of resources provided to SSOs (included cars, means of communication, petty cash.


Education

Master’s degree (or equivalent) preferably in one of the following fields is required: environmental health sciences, public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field is required. A Bachelor’s degree in related studies, combined with an additional 2 years’ experience may be accepted in lieu of a Master’s degree

Experience

  • Minimum of 2 years of relevant experience in the sanitation sub-sector in Kenya is required;

  • Sound understanding of sanitation issues, policies and stakeholders in Kenya is an asset;

  • At least 2 years experience of good knowledge of the WASH sector and of the political governance structure in Kenya is required

  • Implementation experience in community-based approaches and strong understanding of the CLTS approach is an asset;

  • Demonstrated experience in capacity building and training for CLTS  is an asset

  • Experience working with/in UNICEF, the UN or other international development organizations is an asset

  • Demonstrated technical report writing skills is an asset.

  • Excellent communication and facilitation skills, especially in facilitating key informant interviews, and workshops with various groups of stakeholders is an asset;

  • Experience dealing with sensitive cultural and political issues. Integrity and respect to all stakeholders is an asset
