OVERVIEW OF THE FUNCTIONS OF THE POST

In the framework of UNESCO’s Communication and Information Sector Main Line of Action 2 Building knowledge societies through ICTs by enabling universal access to, and preservation of, information and knowledge, Expected Result: Member States have taken measures to promote universal access to information through open and inclusive solutions and innovative use of ICTs for sustainable development; under the authority of the Assistant Director-General for Communication and Information of UNESCO, the Chief of the Universal Access to Information Section, and the Programme Specialist in charge of the project, the Work is to establish a report on Open Solutions in the aim to integrate Open Data in UNESCO’s Open Access/Open Sciences Programme, in partnership with UNESCO and UNESCO Institute for Statistics (UIS).

Long Description

The Work shall be done with a view to being published as a basis for consultations with UNESCO’s Member States; for UNESCO programme planning and implementation purposes; as well as for presentation at international events to be organized by UNESCO and other partners; and for publication in other documents.

 

All output reports shall be written in English, at native level, in a style corresponding to the largest audience of policy and decision makers and researchers, and comprise approximately 30 standard pages (as defined by UNESCO, a “standard page” contains 320 words).


The report should present a new global advocacy campaign that UNESCO should initiate to support its Open Solutions (integrated Open Access and Open Data) programme and propose a tentative brochure.

 

The report should also provide background conceptual analysis for core indicators/dimensions to monitor Open Access. 

Long Description

The Individual Specialist shall consult the UNESCO Secretariat to seek clarification as deemed necessary and shall submit partial or preliminary drafts in advance of the stated deadlines, for review by the UNESCO Secretariat.

In preparing the report, the Individual Specialist shall:

  • Review research articles prepared by other researchers for analyzing the existing landscape of Open Solutions;
  • Assess the scientific validity, reliability, relevance and accuracy of data provided in the articles;
  • Select research articles which could be further enhanced and published as scientific papers, providing short comments for revision by the researchers, if any;
  • Establish strategical steps that UNESCO must take to integrate Open Data into its Open Access/Open Sciences Program;
  • Suggest strategy for policy development and link proposed monitoring mechanisms with the FAIR principle for the Open Access work, including for its advocacy, capacity building and bridging initiatives;
  • Establish regular working relations with UNESCO and other contributors, in order to explore what data might be needed and/or is available for the preparation of the chapter, revision and implementation of the core indicators/dimensions to be presented in the report.

Education

  • Advanced university degree (Master’s or higher) in Social Sciences, public policy, project management, or other related field.


Experience

  • At least 10 years of experience in Open Access research or Knowledge Democratization.
  • Excellent understanding of UNESCO’s work on Open Access and Open Sciences.
  • Expertise in the field of Open Data and Open Sciences.

 

Competencies and skills

  • Excellent analytical and drafting skills;
  • Excellent communication skills (written and oral) and able to exchange information on complex issues;
  • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners;
  • Excellent organization and planning skills, including the ability to organize own work priorities and deadlines. Discretion and maturity of judgement are required;
  • Ability to work under pressure;
  • Solid computer skills including advanced knowledge of office software such as Word and Excel.

 

Language skills

  • Excellent knowledge (written and oral) of English.
DESIRABLE QUALIFICATIONS

Experience

  • Experience with UNESCO and/or the United Nations system and understanding of their functioning and procedures would be an asset.

Additional information on work conditions

  • The selected candidate will work remotely.
  • The duration of the contract is 3 months between mid July 2020 – mid December 2020.
