The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees.  As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

To provide grants, reporting, programme and partnerships support in compliance with DRC’s and local guidelines and procedures.

DUTIES & RESPONSIBILITES

Key Responsibilities:

Grants Support (50%)

  • Be responsible for the delivery of quality narrative reports, reflecting the progress and status of projects, in a transparent, timely and professional manner;
  • Contribute to addressing all comments and issues on proposals or reports, liaising with Programme Manager and finance to ensure coherence between financial and narrative reports;  
  • Ensure the DRC grants management system is regularly and fully updated. Includes Dynamics ERP system (creating grants, uploading documents, managing instalment tracking and billing rules, updating checklists and tasks assigned); internal funding tracker and reporting deadlines communications;
  • Support grant relationships and communications with donors to ensure correct, compliant and smooth flow of information;
  • Maintain and regularly update hard-copy files for all ongoing DRC projects and assist in the coordination and preparation of project documents;                                                                                                                      
  • Participate in and take minutes of grant opening, review and close-out meetings for each project;
  • Support with communication and visibility tools and items as per donor and internal guidelines including their dissemination and availability to DRC teams and donors.

Programme Support (50%)

  • Support Head of Programmes and Programme Manager in administrative management, general reporting and communication of programme;
  • Responsible for ensuring FD6s and FD7s applications are submitted, queries answered and applications are reported on in coordination with finance, Programme Liaison Specialist and Government Liaison Coordinator, with all documentation in line with government regulations;
  • Maintain documentation and archiving of all FD applications and official authority communications, supporting coherence with any Bangla versions;
  • Support the development of partnerships such as implementing partner identification and mapping, due diligence, support with selection, relationship management, capacity building and any closure processes.

Key Deliverables:

  • Effective programme administration, specifically related to government approvals of FD6/FD7
  • Government project applications and reporting to authorities is timely and effective
  • Quality donor reports and grant meeting minutes submitted in a timely manner
  • Regular and timely support to ensuring compliance with donor rules and regulations  
  • Partnership cycle and process is managed and supported

SKILLS AND EXPERIENCES

  • Minimum 3 years’ relevant experience in programme administration, office management, grants/contracting, narrative and financial reporting, or in a similar office role with a national or international NGO
  • Proven experience in improving quality of delivery and process through methodical thinking and strong attention to detail
  • Significant experience in MS Word and Excel.

Education Qualification:

  • Degree- University degree in Business Administration, Social Sciences or equivalent in relevant work experience.
  • Language – Fluent spoken and written English and Bangla.
