Organizational Setting

The Trade and Markets Division monitors and analyses trends in international, regional and national agricultural commodity markets, collecting and disseminating comprehensive market and policy information concerning the major traded commodities and those important to food security. It also undertakes forward-looking outlook studies. The Division analyses issues that affect global food and agricultural trade, including policy analysis of trade measures and agreements, and provides technical support and capacity building to member countries in all these areas. Through its Global Information and Early Warning Service, the Division is also responsible for FAO's early warnings on food shortfalls. The Division houses the secretariats of the Committee on Commodity Problems (CCP), the Intergovernmental Commodity Groups (IGGs) and the Agricultural Market Information System (AMIS).
The post is located in the Trade Agreements and Agricultural Trade Policy Team.

Reporting Lines

The Economist reports to the Senior Economist, Team Leader, Trade Agreements and Agricultural Trade Policy Team.

Technical Focus

The incumbent will contribute to the outputs and activities of the 'Trade Agreements and Agricultural Trade Policy Team', providing technical support to FAO Members through the provision of information and evidence base, capacity development and facilitation of fora for policy dialogue.

Key Results

Research and analysis of information, data and statistics, and the maintenance and updating of related tools, methodologies, and/or databases to support the delivery of programme products, projects, publications, and services.

Key Functions

• Researches and analyses [agricultural, economic, trade, market, social, environmental, nutrition/food composition and/or gender related] data, statistics and information to provide technical, statistical and/or policy related information and analysis to support the delivery of economic and social development programmes work, products, projects, publications and services.
• Produces a variety of technical reports and input for technical documents, Departmental publications and/or web pages.
• Provides technical, statistical, and/or analytical services on various studies, projects, and/or assessments and provides technical backstopping to field projects.
• Participates in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases, and/or key social/ economic/ environmental/ nutritional and/or early warning indicators, etc.
• Participates on multi-disciplinary teams, collaborates with other departments and agencies on work groups and committees and promotes best practices.
• Collaborates in capacity development activities involving the planning and organizing of training workshops, seminars, and major meetings and the preparation of related information, materials, on-line tools and information kits.
• Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations.
• Participates in resource mobilization activities.

Specific Functions

• Performs quantitative analysis in support of studies, reports and other knowledge products in the area of agricultural trade and related policies.
• Monitors trade negotiations at the multilateral and regional levels and prepares analytical studies/reports assessing their impacts on agricultural markets and food security.
• Contributes to planning and executing of country and regional capacity development activities in the area of trade.
• Provides technical and organizational support in response to country requests, working through all major delivery mechanisms of FAO (e.g. Strategic Objectives, Regional Initiatives, Country Programming Frameworks).
• Develops and delivers training courses and identifies future capacity development needs.
• Supports various stakeholder engagement activities, including global, regional and national level dialogues with relevant ministries and partner organizations.
• Organizes workshops and seminars in collaboration with local and international partners.
• Undertakes literature reviews and produces information and knowledge products in the area of trade (technical notes, policy briefs, papers, etc.).
• Contributes to fund raising activities of the Division, including by developing project proposals.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in economics, agricultural economics or a related field.
•Five years of relevant experience in trade policy and quantitative economic analysis of agricultural markets, trade and policies and/or analysis of trade and markets.
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable
• Extent and relevance of experience and knowledge in agricultural trade analysis and policies
• Extent and relevance of experience in quantitative analysis of agricultural commodity markets and trade policy, and experience in preparing technical and policy reports
• Ability to analyze complex trade issues, including links with food security and nutrition, sustainable development, employment and gender
• Extent and relevance of experience in developing, organizing and servicing meetings, workshops and training courses, including e-learning courses
