UNOPS Myanmar

UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Access to Health Fund

The Access to Health Fund aims to improve Health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with the Ministry of Health and Sports, Ethnic Health Organizations, national and international NGOs, the United Nations, and other partners to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems.

The Access to Health Fund is supported by four donors - the United Kingdom, Sweden, the United States, and Switzerland. Its Board include these four Donors and the Ministry of Health and Sports.

Background Information - Job-specific

The ACCESS Fund Management Office is responsible for the execution of the monitoring and evaluation (M&E) strategy and accountable to the Fund Board. The post is located in the Fund Management Office which comprises 60 staff members organised in the following teams: Strategy, Programmes, Monitoring & Evaluation, Fund Director’s Office and Communications, Programme Management Office, and Procurement.

The M&E team/function is:

  1. To monitor grant-implementation, the setting of targets, and the achievement of results

  2. To provide strategic information for programmatic improvements and adjustments;

  3. To support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the ACCESS-supported programmes;

  4. To report to the Board on results and progress of the Fund, and respond to other Donor needs;

  5. To put in place data collection mechanisms to inform the Fund’s evaluation.

Functional Responsibilities

  • Participate in the development of the ACCESS online Database/ Dashboard by working with the M&E team

  • Ensure highly accurate data management processes and checks consistent with the thematic indicator guidelines 

  • Contribute to the thematic work of HIV/ AIDS, TB and Malaria  (ATM) & “Health for All” dimensions including conflict sensitivity

  • Perform the grant M&E management of the grants which include ATM and integrated MNCH grants 

  • Prepare reporting templates and support reliable and accurate data for ACCESS Annual and Six Monthly Progress Report and Result Matrix 

  • Review/ clearance of technical reports of Implementing Partners (IPs), focusing on data quality and M&E activity implementation. Oversee data collection, data entry and analysis processes to measure progress and achievements according to the M&E plan. 

  • In consultation with Public Health Officers, develop IP targets, work plans and log frames, and M&E activities in line with the Fund target. 

  • Monitor and analyze IP performance by applying performance-based funding methodology and the fund monitoring tools 

  • Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with ACCESS & National standard indicators, grant work plans, partner log frames.

  • Provide recording and M&E system inputs to local partners and counterparts in community-level monitoring and evaluation efforts.

  • Contribute M&E expertise in the assigned regional team for regular coordination with the State Health Department.

  • Ensure accurate and timely information is available to Regional team leader, external request and Communication deliverables.

  • Perform other related tasks as assigned.

Education/Experience/Language requirements

Education

  • University degree (BA or equivalent) preferably in Monitoring & Evaluation, Statistics, Project Management, Social science, Management information systems, Public administration, Business administrations, Development Studies, Economics or other relevant field.

  • Formal qualifications in Monitoring and Evaluation will be a strong asset.    

Work Experience

  • Minimum 2 years of relevant experience working with health programs is required.

  • Successful development and implementation of an M&E system at programme level highly desirable.

  • Work experience in HIV/ AIDS, TB and Malaria (ATM) is a must.

  • Experience in Maternal, Neonatal and Child Health (MNCH) programs would be an advantage.

  • Experience in Maternal, Neonatal and Child Health (MNCH) programs would be an advantage.

  • Experience in database development is preferred.

  • Experience in community health programming will be a strong asset.

  • Excellent writing and analytical skills are required.

Language

  • Fluency in both written and spoken English and Burmese are required.
