UNOPS Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is the Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative towards elimination of Malaria, which works to accelerate progress towards malaria elimination in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organisations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Access to Health Fund

The Access to Health Fund aims to improve health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with the Ministry of Health and Sports, Ethnic Health Organizations, national and international NGOs, the United Nations, and other partners to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems.

The Access to Health Fund is supported by four donors - the United Kingdom, Sweden, the United States, and Switzerland. Its Board includes these four Donors and the Ministry of Health and Sports.


In response to the country’s urgent needs of response mechanisms to COVID-19 threat, the Access to Health Fund is mobilizing its resources for COVID-19 response activities including the support for laboratory tests and reagents, infection prevention and control, risk communication, surveillance and referral, establishment of data and information hub, etc.

The ACCESS Fund Management Office is responsible for the execution of the monitoring and evaluation (M&E) strategy and accountable to the Fund Board. The post is located in the Fund Management Office which comprises 60 staff members organized in the following teams: Strategy, Programmes, Monitoring & Evaluation, Fund Director’s Office and Communications, Programme Management Office, and Procurement.


The purpose of the M&E team/function is:

  1. To monitor grant-implementation, the setting of targets, and the achievement of results

  2. To provide strategic information for programmatic improvements and adjustments;

  3. To support learning and the application of data to continuously improve the relevance, effectiveness, efficiency, impact and sustainability of the ACCESS-supported programmes;

  4. To report to the Board on results and progress of the Fund, and respond to other Donor needs;

  5. To put in place data collection mechanisms to inform the Fund’s evaluation.

Functional Responsibilities

Since April 2020, Access to Health Fund has been providing significant support in Covid-19 response activities through different Implementing Partners (IPs) including Ministry of Health and Sports Myanmar (MoHS), NGOs, and Ethnic Health Organizations (EHOs) reaching to hard-to-reach areas and vulnerable communities across the country. Currently, given the increasing nature of the support being provided for COVID-19 response, it is important for ACCESS to have a stronger internal M&E and reporting system in COVID-19 to be more accountable and learning oriented. 


Under the overall guidance of Senior M&E Manager and the direct supervision of M&E Specialist, the Monitoring and Evaluation Analyst is responsible for the system development, and ensuring the quality of the COVID-19 Monitoring and Reporting system including result management of COVID-19 response activities of implementing partners (MoHS, UN Agencies, NGOs, EHOs/ ECBHOs and CSOs).


Covid-19 Reporting System Development and Operationalisation

  • Develop and/ or modify indicators, operational definitions and guidance note in conformity to changing Access’s response to COVID-19 

  • Ensure that the indicators sufficiently capture implementation results for donor accountability and internal learning 

  • Collaborate with the system development focal in the development and customization of COVID-19 reporting system (database, reporting templates, etc…) 

  • Collect the feedback from implementing partners about using the reporting system and suggest modifications to improve the system as necessary

  • Ensure the compliance of implementing partners with Access’s guidance on using reporting forms/ sheets and timely reporting

  • Systematically document system-related challenges faced throughout the reporting cycle and feed the team for the future development of web-based reporting


Ensure System Quality and Consistency

  • Act as a focal technical person to organize/ provide trainings and sharing sessions on COVID-19 reporting to implementing partners

  • Contribute to target setting of EHO and CSO grants by providing technical inputs 

  • Clarify the questions and queries raised by implementing partners and other fund management staff members to ensure common understanding of indicators 


Promote System Use

  • Lead the analysis, interpretation and communication of the results at the program level to inform senior management of significant findings to drive appropriate programmatic and strategic decisions 

  • Contribute to the preparation of donor reports in close collaboration with system development focal and program/strategy teams as necessary


Knowledge Management

  • Serve as a focal person to coordinate and collaborate with internal COVID-19 Information Unit to exchange knowledge and information related to possible data sources for internal COVID-19 M&E

  • Keep abreast of needy areas and inform any opportunities/issues impacting ACCESS’s COVID-19 interventions in Myanmar

  • Closely work with other team members of ACCESS to ensure the harmony of work and proper COVID-19 information flow among the team members 


Perform any other tasks as may be requested by Access to Health.


Education/Experience/Language requirements

Education

  • Master’s degree preferably in Monitoring & Evaluation, Statistics, Social science, Management information systems, Public administration, Development Studies, Economics or other relevant fields

  • A Bachelor’s Degree in any of those fields with a relevant combination of academic qualifications and two years of additional experience relevant to the above duties and responsibilities may be accepted in lieu of the master’s university degree. 

  • Formal qualifications in Monitoring and Evaluation will be a strong asset.



Work Experience

  • Minimum 2 years of relevant experience working with health programs is required.

  • Strong experience in the establishment of reporting system using database, dashboard reporting and/or information system management.

  • Successful development and implementation of an M&E system at the programme level is highly desirable.

  • Work experience in reporting of emergency response programs is a strong asset.

  • Prior experience of involvement in any activities related to COVID-19 response and/or reporting is desirable.

  • Experience in maternal and child health, HIV/AIDS, tuberculosis or malaria programs would also be an advantage

  • Experience in database development and management will also be an advantage.

  • Excellent writing and analytical skills are required.



Language

  • Fluency in both written and spoken English and Burmese is required.
