Organizational Setting\:

The FAO Representation in Sudan has been operating for more than 40 years, dating back to May 1977. The agriculture sector is a key element in contributing to Food Security and Nutrition in Sudan. The Organization provides technical, policy and other capacity development support within the broad context of strengthening national capacity to achieve results in the food security and livelihoods sector. FAO implements its programme in close collaboration with government line ministries, UN partners, international and national NGOs. FAO field staff work closely with these service providers to monitor beneficiary selection, distribution of inputs, progress, reporting and other project activities.

Within the context of Sudan, FAO’s vision is being achieved through the following three priority areas\:

• Enabling policy and institutional environment for food security and nutrition.

• Sustainable agriculture and natural resources management.

• Disaster risk reduction and resilience building.

Within this framework, FAO Sudan has been providing technical assistance to the government and vulnerable target communities in line with the national priorities and within the FAO Strategic Results Framework; in particular, FAO Sudan provides support to vulnerable rural people (including herding, farming and fishing communities, Internally Displaced Persons (IDPs) and returnees) to improve their food and livelihood security, as well as their nutritional status through the development of livelihood strategies that are technically sound, socially accepted and environmentally and economically sustainable.

Interventions are aimed at strengthening the self-reliance of these vulnerable groups by increasing their capacity to produce nutritious food and generate income. In this regard, emphasis is given to durable solutions such as strengthening local systems and structures as a means of reducing aid dependency and facilitating recovery as well as improving preparedness and resilience on the ground.

The overall objective of the Monitoring and Evaluation consultancy assignment is the strengthening of an operational monitoring and evaluation system for the FAO Sudan Programme. The purpose is to provide FAO Sudan with the tools to effectively monitor programme progress and achievement, and to provide quarterly reports with sufficient information to assess the programme’s success.

Reporting Lines

The International M&E Consultant reports to the Deputy FAO Representative under the overall supervision of the FAO Representative in Sudan.

Technical Focus

The monitoring and evaluation consultant will be responsible for the design and implementation of M&E system for FAO Programme including Monitoring Evaluation Accountability and Learning (MEAL) framework.

Tasks and responsibilities

  • In close collaboration with the technical experts, develop a Monitoring, Evaluation, Accountability and Learning (MEAL) strategy and framework for the FAO Sudan Programme, to provide timely information on delivery terms of outputs, outcomes and impacts, allowing programme teams and management to monitor and improve project/programme implementation, generate learning and inform evidence-based advocacy;
  • Study the relevant project documents in close collaboration with programme managers (including, but not limited to, the CPF/POA, proposals, work plans, etc.) to review/revise log frames, results matrixes and indicators, as needed;
  • Design and conduct baseline surveys in line with the Sudan CPF and based on a set of indicators;
  • Establish data collection and reporting forms for capturing qualitative and quantitative information;
  • Analyse quantitative and qualitative data on project/program implementation, including significant data sets, with a view to monitor and asses interventions and the FAOSD programme/portfolio;
  • Implement monitoring, evaluation, accountability, learning and reporting activities at various levels;
  • Contribute to MEAL capacity development strategy and related materials and undertake capacity development activities for FAO staff and partners to implement MEAL activities at various levels;
  • Integrate MEAL, food security and livelihood sector good practices into the MEAL framework and related tools;
  • Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
  • Advanced University degree in Economics, Statistics, Rural Development, Social Sciences or closely related technical field;
  • At least 5 years of relevant experience in M&E applied to food security and/or agricultural programmes;
  • Working knowledge of English and limited knowledge of any other official language of the Organization (Arabic, Chinese French, Spanish and Russian).

Technical/Functional Skills
  • Relevant work experience in M&E applied to food security and/or agricultural programmes;
  • Excellent knowledge of M&E tools and methodologies applied in food security, resilience and agricultural interventions;
  • Working knowledge of advanced statistics with ability to use statistical software packages (i.e. SPSS and R);
  • Good knowledge of using and programming questionnaires in Open data kits (e.g. Kobo toolbox);
  • Proficiency in MS Office (Word, Excel, Access, Outlook);
  • Ability to perform in multi-cultural and multi-disciplinary context.
  • Experience in complex/protracted emergencies would be an asset;
  • Experience in conflict sensitive and peacebuilding programmes would be an asset;
  • Field experience in implementing M&E activities.

Selection Criteria

  • Work experience with international organizations and in technical cooperation projects supporting countries.
  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Extent and relevance of knowledge and experience in pest and pesticide management.
  • Ability to provide technical and advisory services.
