Background

 

The Green Climate Fund (“the GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community, including the United Nations Framework Convention on Climate Change (UNFCCC), to combat climate change.

The GCF aims to promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. The GCF is operated by an independent Secretariat headed by an Executive Director and pursues a country-driven approach in its operations. The OPM currently oversees all GCF projects and activities after first disbursement through project completion. It supports operational units through the review, implementation, monitoring and evaluation aspects of mitigation and adaptation projects that are focused on funding proposals, readiness projects and national adaptation plans. The OPM also gets support from the finance unit in reviewing financial reports and requests for projects under implementation.
 


 

Role
 

The GCF is seeking the services of a short- term 5-months consultant to provide operations assistance to the Office of Portfolio Management (OPM) division team members and improve efficiency and coordination amongst others.

 

Duties and Responsibilities
•    Provide general operational and administrative support to the OPM; 
•    Support Head of Office’s timely involvement in a project or decision-making process including ensuring timely sign-offs on Disbursement, FAA, AMA, HR, Procurement, and other administrative issues
•    Reconcile and integrate related office services in an effective service platform (such as team budget, procurement activities, technology, staffing, general services, facilities etc.);
•    Draft minutes of meetings and provide assistance in drafting routine correspondence and reviewing, formatting, proof-reading and edit official documents, reports, and invitation correspondence for adherence to established standards, grammar, and style. This includes incorporating OPM’s comments and feedback in working documents as requested by other divisions and offices; 
•    Serve as a back-up to other staff and consultants on project and administrative tasks including providing occasional operational support to teams in reviewing reports and submissions from stakeholders 
•    Track assigned and team tasks/project steps/ timetables, organize, prioritize and coordinate meetings with other internal and external stakeholders including circulating and obtained relevant information as needed 
•    Coordinate and ensure the logistical planning for various events (e.g. conferences, workshops, Board meetings, other formal and informal meetings) are well planned
•    Lead and coordinate the internal flow of communications within the team, ensuring timely dissemination of information to all; responding to routine requests for information; and monitoring changes, and communicating relevant information to ensure proper time management 
•    Keep abreast of the Organization’s directives and ensure effective dissemination to ensure adherence in processing of internal and external stakeholder requests.
•    Maintain up-to-date divisional project files and retrieve data from various sources and compile these for use by data provided by various workstreams and OPM management 
•    Manage and organize OPM information in SharePoint folder including budgets, work plans, meeting notes and outcomes, staff absence, staff missions and OPM performance tracking 
•    Support and coordinate onboarding of new hires’ and ensure that their office space and IT equipment are arranged.
•    Maintain current distribution lists, phone/address lists of project/product contacts, and distribute documents for the team
•    Track and report on appropriate aspects of OPM’s operational activities to track performance and action items  
•    Occasionally perform Analytical tasks as may be requested by the Head of OPM


Requirements: 
•    Bachelor’s degree;
•    Three years of relevant experience or formal training in secretarial, administrative and/or operational services desirable;
•    Ability to deal with large volumes of work under time pressure with a high level of accuracy;
•    Ability to exercise tact and discretion in dealing with internal and external stakeholders; 
•    Ability to organize his/her work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction; 
•    Ability to search, report, and deliver basic information from various sources and independently respond to basic inquiries
•    Strong teamwork and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing; 
•    Good knowledge of office technology such as MS Office package, and experience in working with data management software is highly desirable; and 
•    Fluency in English is essential; knowledge of local language and/or another United Nations language is an advantage.
