The UNESCO Regional Office for GCC and Yemen is engaged in a range of projects and activities in the field of education, culture, communication and sciences. 

In September 2018, UNESCO and the European Union launched a new project, managed by the Culture Unit, called “Cash for Work: Promoting Livelihoods Opportunities for Urban Youth in Yemen” aimed at preserving the urban heritage in Yemen and increasing skills and employment opportunities for urban youth. Recognizing the power of culture as a driver of social and economic development, this initiative will improve the livelihoods of urban youth in Yemen. 

In December 2019, UNESCO received a fund from the United Nations Peacebuilding for a project titled “Empowering Yemeni youth towards peace: ensuring access to information and participation” managed by the Communication and Information Unit. Through its inclusive and participatory approach, the project aims to empower youth with the skills, knowledge and tools to create information, content and dialogue in support of the peace-building process. 

The Monitoring and Evaluation (M&E) Officer will be responsible to support the project managers in implementing the projects, and will undertake onsite technical and financial monitoring and evaluation throughout project implementation to ensure the projects logical and results frameworks are respected.

Functional Responsibilities

Under the overall authority of the Director of the Office and the supervision of the project managers, the M&E officer will perform the following responsibilities:

  • Support the development of the project’s process monitoring systems, while exploring concrete tracking methods for the different activities of the projects;

  • Support the alignment of the project activities with results frameworks and closely monitor targets and indicator milestones based on the baseline and end-line measurements;

  • Analyze data gathered through the monitoring systems and tools including online surveys, Google Analytics and social media feedback;

  • Follow up with implementing partners to ensure they submit timely process monitoring data and narrative reporting;

  • Consolidate the quantitative process monitoring data with the partners’ narrative monitoring reports, and escalate main issues to management on a regular basis, and through the monthly, quarterly and annual reporting;

  • Prepare a range of reports and data analysis to highlight trends/issues ensuring deliverables adhere to the agreed-upon targets on a regular basis;

  • Monitor that the targets of implementing partners’ plans are met and in compliance with agreed-upon project plans, while incorporating gender perspectives in all areas of work;

  • Participate in field visits in the related areas of the projects maintaining a direct dialogue with beneficiaries. Prepare and submit field visit reports including analysis to support programmatic recommendations and observations;

  • Provide guidance for cooperating partners on UNESCO operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of UNESCO/Donors in the coverage areas; 

  • Support the project manager in the organization of consultancy meetings, advocacy and public events to enhance outreach and visibility of the projects;

  • Carry out regular spot checks to monitor beneficiaries are selected as per the criteria, resources are allocated as per plan and payment documentations are in alignment and meet donor requirements. 

  • Monitor and compare budget versus actual progress of the programme implantation throughout - and follow-up with Doha Office staff as appropriate.

Education/Experience/Language requirements

Education

University degree (BA or equivalent) preferably in Statistics, Economics, International Affairs, or similar discipline relevant to international development 

Work experience

  • At least 3 years of relevant professional experience in the field of monitoring and evaluation, statistics, economics, or programme and policy.

  • At least 1 year of experience in the Arab region and/or international level would be an advantage.

  • Work experience with UN and/or international development agency will be an asset.

Skills/Competencies

  • Good analytical and organizational skills.

  • Able to interpret and analyze a variety of data and resolve discrepancies.

Languages

  • Excellent knowledge (written and spoken) of English and Arabic.
