Overall purpose of the role:

  • The Partnerships Officer will serve as the focal point for DRC Partnerships intervention in Kachin State. In this capacity, they will support developing the partnerships portfolio, assist in the provision of technical guidance, reporting and representation of the programme with partners and relevant stakeholders, as well as, support technical staff in developing the capacity of the partners to deliver high quality programs.
  • The Partnerships Officer will assist the Programme Support Manager and Area manager with the oversight of DRC’s implementing partners (NGOs and CSOs) in Kachin State. This will include the support in Partnerships planning and activities, capacity development for implementing partners, as well as, coordination efforts. The Partnerships Officer will act as focal point with key partners and to ensure DRC proper contribution to strengthening the local actors’ capacities and support the development of locally owned interventions.

Main Responsibilities

Technical:

  • Support the area office in mapping potential partners who can work in Kachin State and ensure that there is an updated list of pre-vetted partners on the State level.
  • Act as Focal point for the day to day liaison with partners, civil society actors and national NGOs in Kachin State.
  • Support capacity assessment, vetting and liaison with Civil Society in Kachin in order to identify new partners in coordination with Partnerships Coordinator and Programme Support Manager.
  • Provide oversight of the day to day joint DRC/partners’ activities to ensure that activities are implemented in accordance with the Area Office Plans, projects objectives and DRC/DDG guidelines and procedures.
  • Support implementing partners in carrying out the various activities (i.e. Protection, Livelihoods and HMA) and ensure that these activities are implemented in accordance with DRC criteria and plans and the partnerships guidelines.
  • Support with the development and delivery of trainings and ToT for partners on various topics.
  • Work with other technical teams, and closely with the programme teams to organize and assist in facilitating  capacity development sessions on key protection topics based on needs assessed and key partners’ knowledge gaps.
  • Support consultations with civil society, local NGOs to better understand the existing intervention, activities, gaps and needs to ensure that DRC activities’ planning and response are coordinated and have local ownership.
  • Support the design of joint awareness raising materials on protection with partners’, and support protection teams in leading consultation with partners on awareness materials development and trainings.
  • Act as focal point for project designs with partners with the support of the Partnerships coordinator and relevant Technical staff (MEAL teams).
  • Work in close coordination with the Partnerships Coordinator to support continuous quality improvement through the development and the implementation of partnerships tools and Coaching tools and tailoring the approaches to the Kachin context.

External coordination and representation

  • Assist Programme Support manager in sharing of relevant project information with stakeholders and local actors in Kachin
  • Assist Programme Support manager in relevant coordination meetings

Coordination

  • Contribute to the maintenance of positive relationship between the DRC/DDG, the community, the beneficiaries, duty bearers, and other stakeholders.;
  • Coordinate with relevant stakeholders in the field as appropriate to ensure a smooth implementation of activities;
  • Proactively participate in regular program meetings and provide updates as appropriate;

HR/Admin/Finance/Logs

  • Ensure compliance with DRC/DDG guidelines and policies on HR, admin, finance, and logistics;
  • Ensure adherence to DRCIDDG's national staff policy guidelines;
  • Comply with DRCIDDG's Code of Conduct at all times;
  • Support in induction process for new staff where relevant;
  • Ensure compliance with MOSS (minimum operating security standards) and provide constructive input into safety and security discussions for field level operations.

Experience and technical competencies: (include years of experience)

  • At least 2 years of experience with international humanitarian programmes, ideally in protracted displacement situations.
  • Relevant experience working in collaboration and coordination with partners and civil society/community-based organizations is an advantage.
  • Experience in conducting trainings and capacity building activities including Protection, coaching and mentoring of national civil society actors/staff is an advantage.
  • Solid experience in participatory approaches and facilitation skills, strong interpersonal communication and writing skills.
  • Experience in conducting consultation processes with civil society and national NGOs is an asset.

Qualification and minimum requirement

  • Undergraduate degree in international relief and development, social sciences, public health, statistics/research methods.
  • Professsional Fluency in English and Myanmar.
  • Experience in finance, logistics or administration.
  • Good skill in MS Word, Excel, and PowerPoint
  • Good writing and reporting skills
  • Experience with NGOs is an advantage.

Desirable:

  • Understanding of operational context in Kachin State;
  • Understanding of humanitarian response principles;
  • Good Knowledge of English and Kachin Language;
  • Strong understanding of IDP rights.
