Background and Rationale

A Regional Thematic Working Group (RTWG)-Education 2030+ was established to lead the coordination and implementation of SDG4 in the Asia Pacific Region. The Regional Roadmap was prepared to facilitate regional coordination, cooperation and partnership among stakeholders and to serve as strategic guide for Member States in implementing and monitoring SDG4. One of the key regional milestones articulated in the Roadmap is the 1st regional SDG4 progress review. With almost 5 years having already passed since the adoption of the agenda, it is high time to review the region’s progress (2015-2020) on SDG4. While the exercise will focus on the overall progress at the regional and sub-regional level, countries are highly encouraged to participate in, and contribute to the review exercise in terms of sharing cases of good practices/ (scalable) innovations and lessons learned. Since many countries still view SDG4 as an extension of EFA/MDG, and have not fully embraced the holistic vision of equitable quality lifelong learning under SDG4, this review process also intends to further raise the awareness and reinvigorate the commitments of countries and partners (all stakeholders) to internalize the full vision of Education 2030 or consider how they can now plan to take a broader approach as per SDG 4. To kick off the SDG4 5PR process, a series of consultations were held during 2019. In early 2020, the actual review of progress has commenced and the policy analysis and statiscal analysis of the following sections of the report have been drafted: a) Executive Summary; b) Introduction; c) Context; d) Target by Target Analysis; and e) Thematic Analysis

Scope of Assignment

Under the overall authority of the Director of UNESCO Bangkok, the supervision of the Chief of Section for Inclusive Quality Education and direct guidance of the Programme Specialist, Education Planning Team, the individual consultant will undertake the following tasks to consolidate and finalize the “5-Year Progress Review Report on SDG4”

  • Review, consolidate and ensure that the following sections of the report are coherent as an integrated report tentatively titled “5-Year Progress Review Report on SDG4” as per following structure: a) Table of Contents; b) Figures Tables and Boxes; c) Acronyms; d) Acknowledgement; e) Foreword; f) Executive Summary; g) Introduction; h) Context; i) Target by Target Analysis (Statistical Analysis); j) Thematic Analysis (Policy Analysis); k) COVID-19 in Education and youth survey results on SDG4; l) Case Studies; m) Recommendations; n) References; 0) Annexes
  • Content edit and finalize collected case studies (6 case studies) and write new case studies (4 case studies) on SDG4 implementation. The length of each case study is 3 pages maximum (A4 size).
  • Prepare two Policy Briefs on issues in education in Central Asia
  • Copy edit and finalize the consolidated “5-Year Progress Review Report on SDG4” and ensure its compliance with UNESCO’s Style Manual (approximately 150 pages, A4 size)

Deliverables and Timeframe

The consultant will undertake the work remotely. All deliverables shall be submitted to UNESCO Bangkok in English. Feedback from UNESCO and sub-regional consultations will be provided to the consultant according to the timeline below. Overall supervision and technical guidance will be provided by staff of IQE section, UNESCO Bangkok, through regular virtual communication (via email, Skype, phone). To the extent possible, the consultant shall reflect comments and suggested modifications. The assignment should be carried out during the period from 1 August to 30 November 2020. The individual consultant is expected to submit the following deliverables to UNESCO Bangkok.

  1. Ten (10) case studies by 30 August 2020
  2. Two (2) Policy Briefs on education in Central Asia by 30 August 2020
  3. 1st draft consolidated “5-Year Progress Review Report on SDG4” by 30 September 2020
  4. 2nd draft consolidated “5-Year Progress Review Report on SDG4 “ based on comments from UNESCO and sub-regional consolidation by 30 October 2020
  5. Copy edited and finalized 5-Year Progress Review Report on SDG4” by 20 November 2020

Education:  Advanced degree in education, research, social sciences, international relations or other related fields

Language: Excellent written and spoken English

Experience: 5 years of relevant work experience of which at least 2 years of work experience at the international level especially in Asia Pacific Region;

Competencies: Strong understanding of SDG4 agenda and its targets, including the on-going discussions about the agenda at global, regional and national level, excellent interpersonal and communication skill; proven experience in editing and designing publications and preparing high-quality analytical reports.
