The Base Manager-Azraq Camp is responsible for overseeing all ongoing and future activities in Azraq and guarantying that all objectives are met in line with the technical qualitative guidelines fixed by DRCs Livelihood and Protection Technical Units. S/he manages both program and support staff and ensures smooth coordination between all units. S/he will be DRC’s representative towards all partners and authorities within the camp and ensure positive collaboration with all relevant camp stakeholders, This position will be for a period of maternity leave cover.

 

About the job

 

The individual will report directly to Area Manager/North. Your main duties and responsibilities will be:

 

Project Management:

  • Plan and oversee all camp activities;
  • Ensure that project cycle management is carefully applied (needs assessment, planning, resources allocation, beneficiary selection, monitoring, reporting) in Azraq with support from the HOP
  • Develop clear work plans and management tools in order to contribute to project deliverables;
  • Through strong planning and monitoring, identify potential obstacles to programmatic success in a timely fashion, and propose corrective actions as needed;
  • Monitor monthly budget consumption and highlight any under/over spending in a timely manner;
  • Review and check all expenses on DRC Dynamics system
  • Submit monthly reporting that shows project progress against indicators, challenges and successes;
  • Contribute to new project development in Azraq by identifying potential opportunities for increased capacity and new interventions to meet outstanding needs/address gaps in service and providing the needed inputs in the proposal process.
  • Take the lead on Azraq projects kick off and review meetings
  • Support the grants unit in project reporting

Team Management and Internal Coordination:

  • Provide all necessary support, technical assistance and oversight to the Azraq team;
  • Mentor and support the teams through regular one-to-one supervision and performance appraisals;
  • Arrange weekly staff meetings;
  • Take part in monthly program meeting in Amman;
  • Coordinate closely with technical leads in CO to plan and manage activities in the camp in line with overall project objectives.
  • Ensure that safety and security standards established by DRC are adhered to within the teams;
  • Engage to respect the DRC Code of Conduct and established complaint mechanisms;
  • Ensure to proper reporting of all incidents in the field.
  • Base Management:
  • Contribute to analysis of the local context, in order to anticipate future needs and plan future programming accordingly
  • Oversee MEAL team and practices, ensuring DRC applies MEAL practices in all projects, in coordination with the Amman-based M&E Field Coordinator.
  • Supervise finance, administrative, HR, and logistics functions and ensure full application of policies in Azraq camp in coordination with the Area Manager and Amman-based technical leads (Head of Support Services, Logs Coordinator and Safety Officer).
  • Monitor staff performance and conduct to ensure compliance with job requirements and DRC policies and values (including Code of Conduct and global standards) in Azraq camp.
  • Ensure staff safety in Azraq camp in support of the Area Manager.
  • Carry out other activities as requested by the Area Manager.

 

Representation

  • Proactively coordinate with camp actors and authorities to reinforce DRC’s reputation in the camp;
  • Setup regular meetings with UNHCR camp manager and SRAD to keep them informed and updated on our activities and upcoming initiatives;
  • Identify potential partnership and collaboration within the camp to improve quality of services;
  • Represent DRC during camp coordination meetings in line with DRC mandate and strategic priorities defined by the HOP and CD;
  • Play an active role in key coordination meetings to ensure DRC’s vision and strategy are known and taken to account and if necessary and possible lead on any new Livelihood working group;
  • Facilitate donor and external camp visits as requested by HOP and CD.

Advocacy and Research:

  • Work with the Area Manager and HoP on context analysis in view of potential scenario and impact on refugees in Azraq;
  • Remain updated on the situation of new arrivals and Identify potential opportunities for DRC to provide humanitarian support;
  • Take active role in advocacy regarding Azraq camp problematics in line with DRC Jordan advocacy strategy.

 

About you

 

Required / Desirable

  • Master degree in management, social science, humanitarian assistance, law or any other relevant field
  • At least five years proven and successful track record of management experience in the humanitarian/development sector;
  • Proven experience in livelihood, emergency response, community development and/or outreach;
  • Experience with budgeting, financial reporting and payments;
  • Experience with project cycle management and project management tools such as logical frameworks, work plans, and monitoring plans.
  • High integrity and willingness to conduct her/himself transparently and open to scrutiny
  • Fluent in written and spoken English and Arabic
