Background Information - Job-specific

Located 10 km east of Mafraq in the Governorate of Mafraq, Za’atari camp was established in July 2012 and is home to an estimated 80,000 Syrian refugees, including 45,000 children. The camp is divided into 12 districts and possesses a local vibrant market with over 3000 shops, in addition to key facilities and services such as hospitals, schools and electricity for part of the day. Close to 50 organizations- United Nations agencies, international and national Non-Governmental Organizations as well as private companies- operate in Zaatari camp under the coordination of the Syrian Refugee Affairs Directorate (SRAD) and the UN Refugee Agency (UNHCR).

Azraq camp opened in April 2014 as Za’atari reached its full capacity. Under the Governorate of Zarqa, the site, located 30 kilometres west of Azraq town and 90 kilometres from the Jordan-Syrian border is in hot desert terrain. With a size of 13.5 km2, Azraq camp was designed to host at least 55,000 refugees; however, there are currently an estimated 36,000 people, including 20,000 children, living in the four villages of Azraq camp. 

UNICEF has been working in Syrian refugee camps in Jordan since they were established, providing essential services for children to achieve their full potential and realize their rights. UNICEF has been responsible for coordinating the provision of education services to children in close partnership with the Ministry of Education of the Hashemite Kingdom of Jordan. 

As of June 2020, Zaatari counts 13 education complexes spread around the camp, as well as 7 Kindergarten sites. Azraq camp counts 6 education complexes, as well as 4 Kindergarten sites. In all these facilities, in coordination with the Ministry of Education and its Directorates, UNICEF has been providing comprehensive operational and technical support, for which UNICEF is now seeking to hire a qualified field engineer. The post holder will provide support to the Senior Engineer and the directorates and Ministry of Education in all aspects of maintenance, construction and engineering.

Functional Responsibilities

The purpose of the assignment is to provide support to education section and camp coordination team in managing, operationalizing and upgrading the educational facilities in camps, specific responsibilities includes but not limited to, the following: 

  • Support the Senior Engineer in preparing detailed and comprehensive maintenance plans for all the existing education facilities, including playgrounds. 

  • Perform day-to-day coordination with the contractors and suppliers according to the needs and requirements on site. 

  • Draft as-built and general arrangement drawings for the existing KGs and Schools and other facilities in Azraq and Zaatari camps. 

  • Provide detailed and accurate Bill of Quantities (BoQ) for the facilities to be maintained or rehabilitated.

  • Assist in preparing Long Term Agreements/Request for Proposals for the services required by the Education Section.

  • Apply quality control and safety procedures on site for the maintenance and rehabilitation works that will be taking place by supervising contractor(s)’ performance and reporting any discrepancies of quality and quantities of work to be completed. 

  • Alert the Senior Engineer of potential challenges in advance to mitigate delay-related risks. 

  • Supervise and monitor performance of contractor(s) on site.

  • Submit weekly progress reports to education Senior Engineer. 

  • Support in the preparation process of materials on site data base and provide daily inputs on labors productivity and percentage of progress in maintenance and upgrade of  educational facilities in camps. 

  • Responsible for the preparation and verification of a database for the available materials shipped to the project, schedules of labor force, and monitoring of quality of such during the progress of works.

  • Support with all opther tasks as requested by Senior Engineer.

Education/Experience/Language requirements

  • BA in Civil/ Architectural engineering or any other related to Engineering studies.

  • Minimum of 2 years of experience of construction works 

  • One year of experience in education and/or humanitarian sector. 

  • Fluency in both English and Arabic is required.
