Background

The Green Climate Fund (the GCF) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community, including the United Nations Framework Convention on Climate Change (UNFCCC), to combat climate change.

The GCF aims to promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. The GCF is operated by an independent Secretariat headed by an Executive Director and pursues a country-driven approach in its operations. The Office of Portfolio Management (OPM) currently oversees all GCF projects and activities, including the Readiness and Preparatory Support Programme (RPSP) and Project Preparation Facility (PPF) after first disbursement through completion. It supports operational units through the review, implementation, monitoring, and evaluation of mitigation, adaptation and cross-cutting projects/programmes.     
 


 


 

Introduction  and Role


The OPM oversees all GCF projects/programmes and other activities after first disbursement through completion. The OPM supports other operational units through the review of funding proposals and Readiness proposals; monitoring progress in implementation of projects/programmes and Readiness activities;; and performing data and results management, including extracting and feeding back lessons learnt from evaluations of implementation. These activities within OPM are currently carried out by three (3) work streams - the Quality Assurance and Monitoring & Evaluation (QAME) Team, the Portfolio Implementation Monitoring and Management (PIMM) team, and the Results and Data Management (RDM) team. 
The RDM workstream is tasked with strengthening effective management of GCF portfolio’s results, performance, and corresponding data across funded activities, RPSP, and PPF. 
RDM is also charged with the design and implementation of an integrated Fund-level results architecture, enhanced performance standards while building portfolio data governance in the Secretariat. RDM will primarily report on portfolio-level results and create knowledge products in collaboration with the other workstreams at OPM and relevant divisions/offices by closing the learning loop in GCF’s project/programme lifecycle. 
In light of challenges on managing for results and responding timely to demand for data during the current COVID-19 pandemic, the GCF is seeking the services of one consultant to assist the RDM  team as outlined below.

 

Duties and Responsibilities
1.    Work closely with the consultancy firm, IOD PARC (in terms of providing coordination and logistical support) to finalize and roll-out GCF’s IRMF.  
2.    Assist in data governance across the GCF portfolio for Funded Activities, RPSP, and PPF.
3.    Assist initiatives related to knowledge capture with support from other OPM work streams and relevant divisions/offices within the GCF Secretariat.  
4.    Support OPM to streamline data input protocols/guidelines for GCF operations, in compliance with the IRMF.  

 

Deliverables

1.    Data input protocols/guidelines developed and implemented to enhance improved data governance across the Secretariat. 
2.    Updated dashboards for systematic capture of portfolio-level data.
3.    Online webinars/capacity development initiatives with Secretariat staff, GCF stakeholders, including the Board, AEs conducted on relevance and application of IRMF.    

 

Required experience and qualifications*
•    Advanced university degree in economics, environmental studies, business administration, finance, statistics, social sciences or other relevant fields.  
•    At least 3 – 5 years’ experience working on results and data management in the area of development, environment and/or climate change. 
•    Demonstrated track record in results and data management; experience working closely on uptake of results management frameworks in comparable institutions an added advantage.  
•    Experience in international organizations and/or multilateral development banks an added advantage. 
•    Strong familiarity with data analytics and management software.   
•    Exposure to/knowledge of climate change projects/programmes and/or GCF working modalities an advantage.  
•    Strong ability to articulate and present ideas succinctly in writing and orally to diverse audiences.  
•    Strong interpersonal/relationship management and negotiation skills. 
•    Excellent analytical skills and problem-solving skills. 
•    Ability to work in a multicultural environment with diverse stakeholders at different technical and strategic levels.   
•    Strong sense of integrity and adherence to highest ethical standards. 
•    Excellent written and oral communication skills in English; knowledge of another UN language would be an advantage.
