UNOPS Ghana Multi Country Office (GMCO), located in Accra, spans across West Africa, covering Ghana, Gambia,Liberia, Nigeria and Sierra Leone.

GMCO is responsible for managing strategic and operational risks associated with a subset of the regional 
portfolio of engagements, developing and ​ delivering​ cost effective services contributing to partners’ sustainable results and achievements of UNOPS management results.  

The core functions of the Operational Hub are to:

● Liaise and develop engagements, and deliver services responding to partner needs. 
● Leverage advice and integrate delivery modalities of the three Delivery Practices and the Global
Partner Service Office. 
● Maintain appropriate arrangements and capacity for direct transactional support for delivery of the
sub-regional portfolio. 

Background Information – Job Specific
The United Nations Office for Project Services (UNOPS) is implementing a project funded by the Korea
International Cooperation Agency (KOICA) in the Central Region of Ghana. 

The Project to Improve Rice Value Chain in the Central Region of Ghana (PIRVC) was signed in August 2019 and will focus on four (4) intervention pillars: 

  1. Increased productivity and quality of paddy rice based on the development of sustainable and competitive rice production systems; 
  2. Increased efficiency of local rice sourcing, processing and marketing through structured value chain linkages, improved technology and process management 
  3. Improved access to finance (incl. financial services) along the value chain 
  4. Enabling environment at national and district level including policy framework and strengthening of rice sector initiatives. The project will undertake the construction of a Seed Storage
The project will undertake the construction of a Seed Storage building in Okyereko in the Gomoa East District, and a Rice Milling building and Drying Platform structure in Assin Akropong in the Assin North Municipality.

The Associate Civil Engineer is part of the Infrastructure/ Engineering Team, with Primary Supervisor based in GMCO and direct reporting line to the Project Manager/Deputy Project Manager in Ghana on the day-to-day operations.  The Associate Civil Engineer is required to have extensive design and construction experience. He/she is expected to meet and exceed the organization's performance and delivery goals.  

Functional Responsibilities

Purpose and Scope of Assignment

The two (2) Associate Civil Engineers to be based in Okyereko and  Assin Akropong respectively will support the project’s implementation.
They will undertake the direct monitoring and reporting of the construction activities that will be undertaken by the contractors and liaise with the contractors on the ground.


The Associate Civil Engineer’s technical input will focus on achievement of the following results:

1. Support the implementation of works at the project site and provide monitoring support for the progress
of works according to contract schedules, specifications and project plans.
2. Act as the focal support for the specific project site, he/she shall provide support and guidance to the
contractor and assist in resolving site problems, as necessary.
3. Provide inputs on the construction of quality delivery.
4. Provide day to day site progress monitoring and identify the existing problems, provide support solutions
through application of sound engineering standards in consultation with the Supervisor(s).
5. Support the preparation of progress reports on construction activities and submission of such on a daily,
weekly and monthly basis as required.

Technical Specific Support:
● Support the Supervisor/s in the supervision of the Contractor’s construction activities  
● Provide inputs of construction activities and inspection of relevant testing procedures conducted by
the Contractor.
● Provide support for the maintenance of QA/QC reports throughout the implementation, including
stage testing and verification of activities completion sign offs. 
● Support the preparation and collection of data as input for completing As-built drawings
● Support the review where necessary of designs and suggest recommendation

Stakeholder Management:

● Make sure that the contractor is fully equipped with the personal safety equipment and medical kit
and that UNOPS WorkPlace and Safety requirements are fully met
● In coordination with the Project Manager, discuss the daily work program with the contractor
representative/engineer.
● Report any irregular activities and accidents that may occur on site and ensure that works do not
endanger the safety of workers and the public.  


Monitoring and Progress Controls:
● Inform and provide constant feedback to UNOPS Supervisor(s) regarding the progress issues, delivery
timelines and quality of work completed.
● Act proactively to escalate to supervisor key areas of concerns that relates to quality, health, safety,
social and environmental issues at site and where necessary take the necessary resolution supported
by relevant available tools and templates
● Support the preparation of progress reports on construction activities and submission of such on a
weekly basis to the UNOPS Supervisor(s).
● Support to knowledge building and knowledge sharing including appropriate archiving of documents
in UNOPS ERP system and documenting of lessons learned

Education/Experience/Language requirements

A. Education
● A minimum of Secondary School certification is required.
● Technical Diplomas, Bachelor or Masters  Degree in Civil Engineering or related field will be
considered an asset and may substitute for some of the required years of experience.

B. Work Experience
● Minimum of 6 years experience (or less depending on academic credentials) in construction and/or
operational experience and/or similar duties is required
● Field experience is required.

C. Language Requirement
● Full working knowledge of English is required
● Knowledge of another official UNOPS language is an asset

D. Competencies and skills
● Ability to manage own workload and to work independently
● Ability to establish priorities and to plan, coordinate and monitor work plans
● Experience using AutoCad
● Knowledge in Google Suite is highly desirable.
● Knowledge and/or certification in Health and Safety is desirable.
