OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of the UNESCO Iraq Office and direct supervision of the ED Programme Specialist / Head of Education in Iraq, the incumbent will be based in Erbil and will be responsible for the planning, coordination, implementation and monitoring of the project “Gendered approach to Preventing Violent Extremism in Iraq through Education” funded by the Government of Canada” (hereafter referred to as "the project"). 

 

The overall objective of the project is to build resilient communities, committed to gender equality, by acting on the drivers of violent extremism – as defined by the UN Secretary-General’s Plan of Action to Prevent Violent Extremism – through education.

 

The project expected results will be to:

  • Establish a better understanding of the gendered dimensions of the local drivers of violent extremism (push and pull factors) and the role of education in preventing it.
  • Identification of the main protective factors that support community resilience and gender equality.
  • Support the planning and delivery of an education that contributes to addressing these drivers, that builds learners’ resilience to violent extremist narratives, and that contributes to building more peaceful and tolerant societies in primary and secondary schools, as well as at Iraqi universities.
Long Description

The core activities of the incumbent will be to provide technical oversight, the preparation and implementation of the project including, but not limited to:

1. Managing the implementation of ongoing project activities while ensuring achievement of their expected results by:

  • Preparing detailed work plan, including plans for the procurement of goods and services;
  • Drafting terms of reference for the implementation of project activities and works;
  • Mainstreaming gender equality considerations throughout the project design, implementation, monitoring and evaluation;
  • Participating in the identification and selection of consultants and contractors;
  • Following–up on the implementation of contracts, providing technical input and review, assessing the quality of services provided, and requesting disbursement of funds;
  • Maintaining regular contact with the representatives of relevant government authorities and with representatives of the donor;
  • Providing technical support and mentor national officers in order for them to assist Implementing Partners in every manner to facilitate the project implementation; 
  • Participating in coordination meetings and maintaining relationships with relevant UNESCO services at Headquarters and in the field, UN agencies, and key stakeholders.

2. Ensuring the monitoring and evaluation of project implementation and the reporting on project activities by:

  • Closely monitoring and evaluating the project activities and suggesting updates of the project log frames with accurate data;
  • Regularly monitoring the financial status of the projects and preparing budget revisions when necessary;
  • Regularly conducting meetings of the project steering and technical committees, preparing minutes of meetings and action plans with clear responsibility and timeframe;
  • Conducting periodic project reviews with government counterparts and other partners, and recording the results of the review meetings in minutes and action plans;
  • Preparing reports on project activities for UNESCO, the donor and partners;
  • Planning and conducting activities to ensure visibility of the donor and UNESCO in coordination with Public Information Officer;
  • Providing content on major achievements for UNESCO's public information services to increase the visibility of UNESCO and the donor.

3. Representing UNESCO in meetings, conferences and other education events when required.

 

4. Carrying out other activities and tasks as requested by his/her supervisor or the Office Director, particularly in regard to contributing to the planning and implementation of other projects concerning education in general as well as education for the prevention of violent extremism in Iraq.

Education

  • Advanced university degree (Master or equivalent) in education, psychology, international public law or any other related field.

 

Work Experience

  • Minimum five (5) years of progressively responsible relevant work experience in education and specifically in work related to the prevention of violent extremism (PVE) through education of which preferably 2 years acquired at
    international level.

  • Relevant work experience in the Arab Region.

  • Knowledge of UNESCO’s mission and action in the position’s field.

 

Languages

  • Basic knowledge of Arabic is desirable.
