Org. Setting and Reporting

This position is located in the Operational Training Section (OTS), Capacity Development and Operational Training Service (CDOTS), Office of Support Operations (OSO) in the Department of Operational Support (DOS).

The Department of Operational Support (DOS) provides end-to-end operational support, advisory services and other solutions to the operating entities across the Secretariat, including other departments, offices-away-from-headquarters, field missions, and regional commissions.

The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat.

The Operational Training Section (OTS) is responsible for supporting clients in the design, development and delivery of operational support capacity development programmes in the areas of human resources, finance, supply chain management, healthcare management, occupational health and safety, and ICT including training programs and knowledge management. The section is also responsible for the design, development and delivery of senior leadership governance and resource stewardship programs and operational support to the delegation of authority framework.

The Finance & Budget Assistant reports to the Chief of Section.

Responsibilities

Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:

Budget:
•Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and performance reports
•Assists managers in the elaboration of resource requirements for budget submissions.
•Undertakes research and provides support to higher level personnel and committees with respect to budget reviews.
•Monitors expenditures against approved budget; enable redeployments as necessary.
•Processes shopping carts, funds commitments in Umoja to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
•Assists in analysing variances between budgets and expenditures and in managing obligations.
•Monitors integrity of various financial databases.
•Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
•Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

General:
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
•Assists in the development of technical guidelines
•Provides additional support to Senior Management of CDOTS, as needed.
•Assists in coordinating and monitoring the implementation of technical training projects.
•Maintains and keeps up-to-date files.
•Performs other related duties, as assigned.

Work implies frequent interaction with the following:
Budget, Accounting, Finance and administrative officers in the Secretariat.

Results Expected:
Works with minimal amount of supervision; independently provides accurate reports and timely support to Finance & Budget Officers and/or manager with respect to the development of well-formulated medium-term plan and budget proposals and administration of all facets of approved budget, claims administration and treasury remittances/payments.

Education

High school diploma or equivalent.

Work Experience

A minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.
Experience in applying financial rules and procedures is required.
Experience in facilitating and monitoring of payments to outside service providers is desirable.
Experience with an Enterprise Resource Planning (ERP) system, such as Umoja or equivalent, is desirable.
Experience with automated budgeting and accounting systems is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
