Org. Setting and Reporting

This position is located in the Medical Workforce Management, Division of Healthcare Management and Occupational Health (DHMOSH), Office of Support Operations (OSO), Department of Operational Support (DOS). The incumbent will report to the Medical Officer.

The Division of Healthcare Management and Occupational Safety and Health (DHMOSH) provides expert healthcare management and in Occupational Safety and Health (OSH) services to all UN Secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York based agencies funds and programs, as well as providing strategic leadership of whole-of-system medical issues through the UN Medical Directors Network.

The Healthcare Workforce team is responsible for development and implementation of robust health workforce management measures, including training programs, workforce planning and development, credentialing and scope of practice systems, recruitment systems and oversight, continuing professional development and professional health, and professional performance remediation where needed.

Responsibilities

Within delegated authority, the Medical Officer will be responsible for the following duties:

Clinical Duties:
•Undertakes day-to-day clinical duties, e.g. review long-term sick leave
•Undertakes day-to-day occupational health duties: pre-placement and periodic medical examinations, prepare recommendation for UN staff return to work and advise on termination for reasons of health.
•Refers staff cases to outside specialists as necessary.
•Follows-up with outside specialists.
•Provides health education and health promotion programs.
•Participates in addressing work environment and occupational health issues.

Medico Administrative Duties:
•Liaises with UN Medical Units, HR Partners, staff members, UN Joint Staff Pension Fund (UNJSPF) and host-nation medical facilities as required by the management of long-term sick leave cases.
•Follows the United Nations established policies and procedures, and updates guidance and policies regarding medical clearances, sick leave and termination for reasons of health.
•Participates in drafting and implementation of business continuity and medical-administrative plans.
•Deputizes for a more senior Medical Officer during his/her absence and assists the Medical Director in functions related to his/her role as Medical Advisor to the Pension Fund, including preparing cases for presentation to the UNJSPF

Supervisory Administration:
•Manages day-to-day medical administrative aspects related to termination for reasons of health and operations by ensuring prompt case processing and monitoring. Audit long-term sick leave cases.
•Ensures appropriate training programs are implemented in order to maintain and develop the medical capabilities (e.g. medical entitlement training for doctors and HR partners).

General:
•Performs other related duties as required.

Competencies

Professionalism: Knowledge of clinical, occupational and tropical/travel medicine. Formal training in CPR and, preferably in BCLS and ACLS or equivalent emergency medical care. Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Doctorate (MD) or equivalent in medicine, including residency/internship in one of the medical specialties, preferably internal medicine or occupational medicine is required.

Work Experience

A minimum of five years of progressively responsible clinical experience in one of the areas of medicine is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice
