Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is Baht1,412,438.- yearly.

Introduction

TRIANGLE in ASEAN (2015-2025) delivers technical assistance and support with the overall goal of maximizing the contribution of labour migration to equitable, inclusive and stable growth in ASEAN. The programme engages at the regional level through ASEAN institutions and has country level interventions in six key countries (Cambodia, Lao PDR, Malaysia, Myanmar, Thailand and Viet Nam).

 

TRIANGLE in ASEAN extends the cooperation between the ILO and the Australian Department Of Foreign Affairs and Trade and the Government of Canada on protecting migrant workers and enhancing development opportunities. The programme aims to ensure that the benefits of labour migration are equally realized by men and women migrant workers, employers and governments. In shifting emphasis towards leveraging the development potential of migration, the programme aims to shape labour migration opportunities to support inclusive and sustainable growth in the ASEAN Economic Community. It works in close cooperation with governments and social partners with the following aims: migrant workers will be better protected by national and regional governance frameworks; the potential of women and men migrant workers to contribute to economic and social development will be harnessed through improved policies and programmes; and the efficiency of labour markets in ASEAN will be increased through improved systems that govern and facilitate labour mobility across the region. Cutting across the objectives of the programme is a focus on gender equality and women’s empowerment, enhanced private sector engagement and communications and advocacy that highlight a positive image of migrant workers.

 

The National Project Coordinator (NPC) will work under the technical supervision of the Programme Chief Technical Adviser, and the administrative supervision of the Director of the ILO Country Office for Thailand.

Description of Duties

The NPC will be responsible for the day-to-day implementation of the programme and realization of the programme’s outputs at the national level by prompting and coordinating the work of the implementing partners.

Specifically, the NPC will undertake the following duties and responsibilities:

 

Summary of Key Duties:

1. Develop strategy and identify innovative interventions and approaches for delivering the programme objectives within the country and across major migration corridors. Consult with national-level partners to identify appropriate strategies and activities. Identify interventions that deliver on the programme’s commitment to gender equality and women’s empowerment.

2. Review and analyse country specific development plans and priorities, socioeconomic data, reports and other relevant information. Assemble and edit basic data required for planning, reporting and negotiation of programme activities, considering different approaches and alternative methods for programme design, management, problem identification and problem resolution.

3. Organize, participate as a resource person, and represent the programme in national level consultative meetings, seminars and training workshops. Serve as a focal point for selected technical subjects and prepare speeches, make presentations and address meetings at the national and regional level on behalf of the programme.

4. Provide inputs to and draft portions of terms of reference, policy briefs, research, tools, guidelines and other materials developed by the programme. Prepare background information, periodical reports, subject matter related technical reports and statistical data on status of programme activities and relevant developments in the country.

5. Monitor progress of programme activities with implementing partners by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Identify problems, propose solutions and action and follow-up with implementing partners to expedite implementation and meet targets. Follow-up on delays, clarify information and data provided, and act as the primary focal point for partners’ enquiries about clearance and processing requirements. Assist in the development and maintenance of information systems for use in monitoring and reporting on activities and performance.

6. Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the programme activities in the country.

7. Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring resources as compared to planned activities, anticipate delays and make recommendations to programme management for remedial action.

8. Brief ILO specialists, programme staff and consultants, and visiting officials, academics, UN and NGO partners and provide relevant information on programme-related matters. Provide interpretation to other ILO staff and consultants where appropriate.

9. Undertake missions to programme sites independently or accompanying other officials, to provide guidance and coaching to partners on implementing the programme and reporting requirements, and to identify challenges and propose solutions to resolve them. Specific coaching on M&E and gender is expected.

10.  Establish and maintain close and positive links with the relevant national and local stakeholders, such as national and local authorities, employers’ and workers’ organizations, international organizations, non-governmental organizations, private sector actors and the media that are active in the area of migration, human rights, women’s empowerment and trafficking.

11. Ensure visibility of the programme and its donor by using the relevant identifiers on all materials and publications, and at workshops and events. Maintain relations with the donor at the national level, in line with guidance provided by programme management. .

12. Identify and document good practices, lessons learned and relevant experiences that may be shared with other countries covered by the programme, or at the regional or global level. These experiences may also be used in the development of sub-regional / regional activities and tools.

13. Draft, edit in, or translate into local language(s) key news releases, media statements, communication materials, official correspondence, statements and speeches and other public information material to communicate programme activities.

14. Maintain regular communication with the National Coordinator / Programme Officers in the ILO Country Office. Follow-up on activities and requests for information with other NPCs and regional programme staff, as well as relevant specialists in the Decent Work Technical Team and in headquarters.

15. Supervise the work of the programme’s Administrative Assistant and national consultants.

16. Perform other duties as may be assigned by the technical or administrative supervisors that are related to the goals of the programme.

Required qualifications
Education

A university degree in Law, Economics, relevant field or equivalent in experience.

Experience

At least two to three years of professional experience at the national level working in the area of labour migration.

Languages

Excellent command of English and national language.

Competencies

• Knowledge of, and ability to perform a variety of conceptual analyses required for, programme administration, planning, budgeting and evaluation techniques and practices.
• Ability to interpret programme information and to identify and analyze problems with implementation.
• Ability to justify requirements and approaches to problem resolution, ability to negotiate.
• Ability to communicate effectively both orally and in writing.
• Commitment to women’s empowerment, gender equality and human rights,
• Clear understanding of principles of gender equality, and ability to communicate these principles with partners.
• Knowledge of financial rules and regulations. 
• Good computer applications skills, including a command of the Microsoft suite of programs.
• Organizational skills.
• Ability to work on own initiative as well as a member of a team
• Ability to deal with people with tact and diplomacy.
• Ability to supervise staff.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes are also required.
