Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The ILO-Japan Achieving reduction of child labour in support of education: Programme to reduce the worst forms of child labour in agriculture (here below, the Programme) is an ILO programme aiming to reduce child labour in agriculture and education with a particular focus on the Worst Forms of Child Labour in South East Asia, funded by the Japanese Government.  The Programme aims at eliminating child labour in two countries – Myanmar and the Philippines.  The Programme also aims at targeting hazardous sectors, where child labour is found.  The Programme is managed by a Chief Technical Adviser (CTA) based in ILO’s Regional Office for Asia and Pacific in Bangkok, Thailand.   In each country, a National Programme Coordinator implements the country component of the programme together with project partners and constituents.
The project’s overarching goal is the reduction of the worst forms of child labour in the agricultural/rural communities in selected zones.   In order to reach this ultimate goal, the project interventions in Myanmar and the Philippines are designed to broadly cover: (i) child labour reduction through improvements in the education services and opportunities; (ii) economic empowerment and social mobilization of farming communities; and (iii) improvement of the regulatory framework and institutional development for the elimination of child labour.  In both countries, emphasis will be on children in the post-conflict/conflict zones (in agriculture and rural communities), as child labour is prevalent in these environments and circumstances.
In Myanmar, the programme will contribute to Myanmar’s DWCP (2018-2021) priority 2: Application of Fundamental Principles and Rights at work is strengthened through improved labour market governance and the Outcome 2.2 with the target that by 2021 strengthened protection against unacceptable forms of work, in particular forced labour and child labour is in place. It will also support the recently approved National Action Plan on Child Labour.

Reporting lines
The National Project Coordinator (NPC) will be responsible for the overall implementation of the project and will report directly to the Deputy Liaison Ofifcer (DLO) and to  the Chief Technical Adviser based in Bangkok, Thailand.  The NPC will work in close collaboration with staffs from other projects falling under the Child Labour portfolio in the office as well as other relevant projects/ themes under DWCP, and as opportunity arises, and the ILO Specialist on Fundamental Principles and Rights at Work (FPRW) based in DWT Bangkok; other relevant specialists in DWT Bangkok, ILO FUNDAMENTALS Branch in Geneva and ILO projects in Myanmar, to facilitate the highest technical integrity and effective delivery of project outputs, as identified in the Project document.

 

Description of Duties

Main duties and responsibilities
1.    Lead the project’s timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with ILO policies, rules and regulations and according to the final project document and work plan.
2.    Under the guidance of the DLO and the CTA, judiciously manage the project budget and ensure timely disbursement and settlement of funds, hiring of external collaborators and service providers and timely procurement and management of goods and services.
3.    Review and analyse the evolving context of child labour in Myanmar, related policies and legislation and research and identify interventions that can sustainably contribute to address them.  Regularly share oral and written analysis with management, other child labour programme and the constituents in the NTDF platform.
4.    Keep abreast of other FPRW related activities of the ILO and other organisations and identify either synergies or communication strategies in relation to them.
5.    Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution; consider project partners’ suggestions and needs in updating activities and work plan.  Draft terms of reference for partnership agreements, consultants and/or service providers.
6.    Identify problems, propose solutions and action, and follow-up with liaison office programme teams, relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations, to expedite implementation and meet targets.
7.    Through the well-established Technical Working Group on Child Labour (TWG-CL) maintain close cooperation and coordination with government, employers' and workers' organizations as well as established child labour CSO network in the planning and implementation of activities under the project.
8.    Establish and develop or contribute to an existing knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project.
9.    Represent the project in various fora, under the guidance of the ILO Management.
10.    Periodically monitor, report, facilitate the evaluation of all project components according to the project document and work plan.  Prepare required technical progress reports, ad hoc reports, as well as required report from DWCP and ILO OBW on the status of project planning and implementation for submission to the ILO, ILO constituents and the donor.

11.    Effectively administer the project, including to provide guidance and supervision of any personnel assigned to the project.
12.    Ensure effective communication to increase the project’s visibility at the national and international levels.  This includes the responsibility for liaison with other UN agencies, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects.  Under direct guidance of the Liaison Officer, maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
13.    Take the lead, coordinate and participate in the organization of conferences, seminars, workshops, training sessions and meetings.  Serve as a resource person to the project’s partners and during conferences, seminars, workshops, training sessions and meetings.
14.    Plan, organise and participate in regular meetings with other relevant ILO programmes and projects in the country for knowledge sharing, coordination and synergy building under the Office framework of DWCP.
15.    Draft in, or translate into, local language(s), news releases, official correspondence, statements and speeches and other public information material in consultation with the Office management and other child labour programme.
16.    Contribute information (news, project updates) to the various ILO knowledge sharing platforms (ILO website, Facebook, ILO Myanmar website, Asia-Pacific Knowledge Sharing Platform, etc.)
17.    Other related duties as assigned.

Required qualifications

Good professional track records of performance and high standard of professional integrity. Demonstable ability to work in conflict context and uphold principle of non-discrimination and Do No Harm.

Education


First level university degree in economics, social sciences, or related field

Experience

At least two years of professional experience managing programmes on child labour, forced labour, child protection,   trafficking or an area directly related to the project.
Technical requirements:    

Good knowledge and experience of policies, legislation and programmes on child labour and related issues, including poverty reduction, education and social policies.  Knowledge of the policy making process.

Languages

Excellent command of English and national languages.
