Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction


The ILO-DFID Asia Regional Child Labour Programme (here below, the Programme)- is an ILO programme aiming to reduce child labour with a particular focus on the Worst Forms in South and South-East Asia funded by the UK Department for International Development (DFID). The Programme aims at eliminating child labour in six countries – Afghanistan, Bangladesh, India, Myanmar, Nepal, and Pakistan, focusing on the worst forms of child labour. The Programme also aims at targeting hazardous sectors, where child labour is found. The Programme is managed by a Chief Technical Adviser based in ILO Delhi Office. In each country, a National Programme Coordinator implements the country component of the programme together with project partners and constituents.
The Programme has four thematic approaches to protect children’s rights and address child labour : (1) Child Labour and Poverty, (2) Child Labour and Education, (3) Social norms and values that trigger child labour, and a (4) Legal and Business Environment in reducing child labour. The project will intervene in each country through the approaches of partnership, research and capacity building of key actors, with a specific country strategy.
In Myanmar, the programme will contribute to Myanmar’s DWCP (2018-2021) priority 2: Application of Fundamental Principles and Rights at work is strengthened through improved labour market governance and the Outcome 2.2 with the target that by 2021 strengthened protection against unacceptable forms of work, in particular forced labour and child labour is in place. It will also support the recently approved National Action Plan on Child Labour.

Reporting lines
The National Project Coordinator (NPC) will be responsible for the overall implementation of the project and will report to the Deputy Liaison Officer of ILO-Liaison Office in Myanmar and technically to the Chief Technical Adviser based in New Delhi, India. The National Project Coordinator will work in close collaboration with staffs from other projects falling under the Child Labour portfolio within the framework of DWCP in the office and ILO FUNDAMENTALS Branch in Geneva; the ILO Specialist on Fundamental Principles and Rights at Work based in Delhi Decent Work Team; relevant specialists in the DWT Delhi Office and ILO projects in Myanmar, to facilitate the highest technical integrity and effective delivery of project outputs, as identified in the Project document.

 

Description of Duties

Main duties and responsibilities

1.    Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.
2.    Contribute proposals for programme/project development and serve as national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation. Monitor progress of ILO programmes, projects and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
3.    Review and analyse the evolving context of child labour in Myanmar, related policies and legislation and research and identify interventions that can sustainably contribute to address them. Share oral and written analysis to management.
4.    Keep abreast of other forced labour, trafficking and migration related activities of the ILO and other organisations and identify either synergies or communication strategies in relation to them.
5.    Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution; consider project partners’ suggestions and needs in updating activities and work plan. Draft terms of reference for partnership agreements, consultants or service providers.
6.    Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
7.    Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on freedom of association and collective bargaining.
8.    Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work.
9.    Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.
10.    Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities under the project.
11.    Establish and develop knowledge management system covering technical activities under the project including other economic and social issues of relevance to the project.
12.    Represent the project in various fora, under the guidance of the ILO Director.

13.    Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in New Delhi, other colleagues in the field and HQ on specific technical areas requiring comprehensive and collaborative interventions.
14.    Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
15.    Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.
16.    Ensure high-level communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of ILO-Liaison Office in Myanmar, maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.
17.    Take the lead, coordinate and participate in the organization of conferences, seminars, workshops, training sessions and meetings. Serve as a resource person to the project’s partners and during conferences, seminars, workshops, training sessions and meetings.
18.    Plan and organise regular meetings with other relevant ILO projects and programmes in the country for knowledge sharing, coordination and synergy building.
19.    Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material.
20.    Contribute information (news, project updates) to the various ILO knowledge sharing platforms (ILO website, ILO Myanmar website, Asia-Pacific Knowledge Sharing Platform)
21.    Undertake missions to project sites, normally accompanying other officials.
22.    Other related duties as assigned.

 

Required qualifications
Education

First level university degree in economics, social sciences, or related field and strong knowledge on development issues particularly in Myanmar.

Experience

At least three years of professional experience managing programmes on child labour, forced labour and trafficking taking into account issues related to child poverty, development, gender, caste, class and migration. Proven capacity to design, administer, implement, monitor and report on programmes at the field level (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor). Experience in providing technical support and training to project officer on policy and legislative work, processing and analysis and distil experiences, lessons and practices into local initiatives and cooperation programmes.
Technical requirements:

Good knowledge and experience of policies, legislation and programmes on child labour and related issues, including poverty reduction, education and social policies. Knowledge of the policy making process.

Excellent command of English and National languages.
