Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

 

The ILO is interested to engage a Finance and Admin. Officer for an ongoing Project entitled “Application of Migration Policy for Decent Work for Migrant Workers – Phase II”. The Project is designed to assist the Government of Bangladesh in improving the governance of migration processes and systems in the country.
International labour migration is a plays a considerable role in the labour force and Bangladesh’s economy; an estimated 12% of the labour force is employed overseas, and remittances are equivalent to approximately 10% of GDP. Despite the large number of migrant workers, the majority of those travelling overseas for work are poor and have limited skills. They are vulnerable to exploitation and face challenges in accumulating and remitting funds. On average Bangladeshi workers experience some of the highest costs of migration.
Bangladesh’s government is fully committed to improving its management of labour migration as an integral part of its poverty reduction strategy. ILO has been providing technical cooperation using a phased approach. The current Project will further support the development of a labour migration system that enables men and women to freely choose migration for employment; ensuring that migrant workers gain recognized skills leading to higher quality employment.
The Project works closely with the ILO tripartite constituents (employer and worker organizations). The Government of Bangladesh is the main partner, where the lead Ministry is the Ministry of Expatriates’ Welfare and Overseas Employment (MEWOE). Other government and social partners are involved through coordination, steering, collaboration and advocacy.

Reporting lines:

The Finance & Admin. Officer will work under the overall guidance and supervision of the Director, ILO Country Office for Bangladesh and the direct technical supervision of the Chief Technical Adviser. S/he will contribute to the implementation of the project in the areas of his/her competence.

Description of Duties

 

1. Assist in the financial contract management of the ILO Project entitled “Application of Migration Policy for Decent Work for Migrant Workers – Phase II”.
2. Receive and analyse accounts and financial documents giving particular attention to apparent anomalies or unusual trends and initiating action to correct situations where anomalies occur; review regular financial reports, and prepare reports, correspondence and advice on complex cases.

3. Provide advice and guidance concerning the Organization's financial practices and rules and provide authoritative interpretation of requirements for handling transactions in the operation supervised (e.g., authorising payments, approving salary payments, approving budgets and various accounting documents).

4. Review the operational efficiency of the assigned organisational/account area from managerial or accounting perspectives in order to improve the operation (including development of automated applications).

5. Supervise staff performing financial operations and producing periodic financial statements; correct and adapt the analytical work of subordinate professional and general service staff.

6. Manage the operation of the financial services of the area of responsibility and prepare related managerial reports.

7. Monitor and review selected financial transactions and documents (e.g., budget proposals, payment requests, requests for financial clearance, ACDs, payroll data etc.) prior to entry into the finance system; ensure implementation of procedures to control and monitor income and expenditure.

8. Prepare recurrent and ad hoc reports and relevant explanations, as requested by senior management.

9. Define requirements and terms of reference for systems specialists to produce specialised reports from the financial database and systems applications.

10. Maintain the financial procedures related to the assigned operation; draft circulars, manuals and training materials as necessary.

11. Prepare draft replies to internal and external audit observations concerning the assigned operation.

12. Analyse budget information to prepare and consolidate estimates and supporting
data in relation to budget forecasts, performance reports and medium-term plans; review financial provisions of project agreements and documents; assess budget requests and draft budget proposals.

13. Other related functions, as requested.

Required qualifications
Education

University degree in Business Administration, Finance or Accounting 

Experience

Two years of professional financial or accounting experience at the national level

Languages

Excellent command of English and Bangla 

Competencies

 

Knowledge of the office’s financial, administrative and personnel rules, regulations and procedures. Knowledge of national/local laws and regulations as pertinent to the areas of responsibility. Knowledge of the office’s programming matters and activities. Ability to interpret administrative information, to identify and analyze problems, and to understand the different components and how they inter-relate. Good drafting skills. Ability to communicate effectively both orally and in writing. Ability to clarify information. Good computer applications skills. Proven ability to deal with confidential and sensitive matters.
