BACKGROUND/IRC SUMMARY: IRC’s vision for Niger is that individuals, households and communities are resilient, self-reliant and able to thrive in a changing context. IRC Niger is present in the regions of Tillabery, Agadez and Diffa with projects in the following areas: Environmental Health (EH) and Non Food Items (NFI) including Emergency – Rapid Response Mechanism (RRM), Protection (SGBV, Child Protection, Monitoring Protection and Protection Integration), Education, Nutrition, Health and Livelihoods.
JOB OVERVIEW: The Child Protection (CP) Coordinator will be responsible for all aspects of strategy development, program development and design, implementation, and monitoring and evaluation of all CP related activities within the IRC Niger country program. The CP Coordinator will also ensure that those interventions are technically sound, taking into account international best practices, and are appropriately meeting the needs of the beneficiaries in target communities.
MAJOR  RESPONSIBILITIES:
New business development
Coordinate the expansion of child protection programming in close collaboration with the child protection team, relevant field coordinators/managers, deputy director of programs (DDP) and the child protection technical advisor
Actively contribute to identification of new funding opportunities, proposal writing and strategy development.
Program oversight and implementation  
Ensure that all interventions are in compliance with the IRC Niger’s Strategic Action Plan (SAP), international CP standards and national policies.
Oversee implementation of CP programs, management of budgets (budget forecasting, development of spending plans and budget follow-up) and reporting in accordance with IRC and donor regulations. 
Work in close cooperation with the other Protection coordinators in the context of integrated protection programming.
Work in close cooperation with the Education team for the implementation of the ECHO PP project.
Promptly identify and recommend solutions to technical issues.
Collaborate closely with other program departments and support departments.
Communicate routinely with other program and support sectors to ensure timely and coordinated programming. 
Supervise the implementation of the Child Protection Information Management System and ensure the respect of data security standards.
Supervise and direct the routine data collection for the project to monitor and use the data to improve the programming.
Supervise and provide technical support to the team in the implementation of child protection in emergency activities, particularly regarding the implementation of case management activities and parenting skills training in accordance with international child protection standards.
Grants Management and Reporting
Review progress in achieving program objectives and targets in collaboration with the senior program managers.
Participate in and lead grants opening, review and closing meetings.
Review technical aspects of internal and external reports prepared by the managers within agreed deadlines using IRC and donor formats, as required.
Support the preparation and implementation of detailed program spending, procurement and workplans for all CP projects.
In collaboration with program managers, review Budget vs. Actual expenditure on a monthly basis ensuring no over or underspending.
Bring any over/under expenditure issues to the attention of the relevant field coordinator/manager and the senior program managers in a timely manner and jointly develop corrective plans in collaboration with the DDP and the grants team. 
Oversee the management of donor grants ensuring the program is implemented with conformity with IRC SAP.
Ensure internal and reports to donors are produced and delivered in a timely and quality manner.
Work in collaboration with the M&E coordinator to ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and implemented in all CP programs, that activity, output and effect data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.
With the support of the M&E unit, select and implement appropriate monitoring and evaluations systems; analyze results to ensure and enhance program effectiveness and quality. 
Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required. 
Representation and coordination
As relevant, develop, maintain and/or initiate partnerships with community based organizations, international and local NGOs, UN Agencies, potential and current donors  and relevant Government Ministries to support IRC programming
Represent the IRC at CP-related coordination meetings, ensuring proper dissemination of information among relevant partners, donors and relevant government institutions.
Develop and maintain effective coordination and long-term relationships with external parties, representing IRC positions, promoting long-term strategy and resolving problems/conflicts.
Upon request by the Senior Management Team, support organizing and facilitating field visits for partners, donors and others interested in IRC’s CP programming in Niger. 
Human Resource management 
Assist in the selection and recruitment of qualified staff in the CP programs.
Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
Work with the relevant field coordinator/manager to ensure technical aspects of the Performance Management System documentation for the senior program managers, deputies and senior officers is in place and followed up regularly. 
Deliver and execute a plan to hire, train and build capacity of staff to transition role to a national staff by conclusion of assignment.
Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
Lead with commitment, integrity and accountability to the “IRC Way” –  Global Standards for Professional Conduct.
Adhere to and act in accordance with the IRC Global HR Policies and Procedures.
Training/Capacity building
Provide technical support, training and supervision to the CP team as required. 
Promote in-service training for all staff in the CP team.
Actively seek out formal and informal training opportunities for CP staff.
