Organizational setting\:

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assist governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organized in three main units\: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. FAO South Sudan currently uses a number of software tools for data collection, analysis and disbursement of cash and in-kind aid to beneficiaries in South Sudan as per its mandate.

The incumbent will be responsible for supporting end users in all systems developed, maintained, supported and used by FAO South Sudan in its day to day operations, and specifically on systems.

Reporting Lines\:

Under the overall supervision of Head of program, direct supervision of the Information and knowledge management officer The Programmer will be based in Juba.

Technical Focus\:

She/he will be responsible for all the AAP and Gender related work at the field level.

Tasks and Responsibilities\:

  • Resolve bugs occurring within the FMT server application as reported by the sectors that utilize it on a case by case basis;

  • Provide remote and in person technical support of Implementing Partners, Banks and traders when they encounter challenges while using FAOSS Tools in project implementation;

  • Provide technical support to FAOSS staff in the sectors as they utilize FAOSS Tools;

  • Extract collected data in relevant formats to present to the sectors for analysis and upload to FMT to facilitate aid disbursement;

  • Conduct trainings for Implementing Partner data clerks that utilize FAOSS Tools for beneficiary registrations when required;

  • Conduct trainings for FAOSS staff utilizing FAOSS tools during project implementation;

  • Prepare documents, presentations and videos to complement trainings and ease on boarding of new system users (Implementing Partners and FAOSS Staff);

  • Update system documentation for various system modules as new features are added;

  • The incumbent will be required to travel to Nairobi, Kenya for training.

  • Perform other duties as requested by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University degree in software engineering, computer science or related fields with solid foundation in application development.

  • At least Five (5) years of experience in building and managing scalable applications.

  • Must be a South Sudan national
  • Working knowledge of the English language and local languages.

Technical/Functional Skills

  • Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc. Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.

  • Systematic, well-structured and efficient approach to work assignments. Analytical ability, accuracy and consistency. Exercise diligence and care in dealing with records and expenditures.

  • Good interpersonal skills and ability to work with others including FAO colleagues, partners, authorities and beneficiary communities.

  • Ability to write "clean", well-designed and documented code

  • Deep technical knowledge of relational databases – MySQL, PostgreSQL

Selection Criteria
  • Hands on experience in identifying, tuning and eliminating performance bottlenecks

  • Hands on experience in setting up and managing cloud technologies

  • Hands on expertise in handling and integrating many disparate technologies

  • Knowledge of optimization and analytics tools

  • Proficiency in building restful services and interactive dashboards in Python, Java or PHP

  • Proficiency in generating customer focused designs (UI/UX/CX)

  • Proficiency in working in design patterns and distributed systems.

  • Proficiency in working in HTMLS and other Web 2.0 Standards.

  • Proficiency in working in JavaScript and JSON for data transfers.

  • Proficiency in working with Django and Codelginiter frameworks.

  • Working experience in integrating services to MNO’s and aggregators
