Organizational Context

UNIDO is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues in the following areas covered by five departments: Department of Trade Investment and Innovation (TII); Department of Programmes, Partnerships and Field Integration (PPF); Department of Agri-Business Development (AGR); Department of Energy (ENE) and the Department of Environment (ENV). The Department of Trade, Investment and Innovation (PTC/TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality. The Department provides technical cooperation and capacity-building services to enhance the contribution of the private sector to ISID. It enables investment, supports science, technology and innovation and facilitates access to appropriate sustainable technologies for developing countries. The Department promotes the upgrading of industrial enterprises and supports their integration into national and global value chains through business linkages fostering sustainable sourcing. In providing these services, the Department cooperates closely with other departments. It also relies on the coordinated deployment of UNIDO’s international network of Investment and Technology Promotion Offices (ITPOs).

PROGRAMME CONTEXT The overall objective of the project “PROMOVE Comércio – Building Competitiveness for Exports” (UNIDO ID 180068) is to improve trade, competitiveness and the business environment in Mozambique for greater market access for priority value chains. The programme will pursue two specific objectives and four results: Specific objective 1: Increased sustainable market-driven Quality Infrastructure services to support the production of quality products for the selected value chains: Result 1: Good governance and core quality infrastructure services at the institutional level (INNOQ) upgraded to ensure international recognition Result 2: Increased technical competences of the conformity assessment service providers and ensuring international recognition as per the needs of the selected VCs with a focus on the provinces of Nampula, Zambezia and Maputo Result 3: Increased availability and quality of Business Development Services Specific objective 2: Improved Government coordination and implementation of the EPA trade safeguards Result 4: Enhanced government knowledge on the legal and institutional framework required to apply EPA trade safeguards (implemented by UNCTAD) The main project counterparts are the Ministry of Industry and Commerce (MIC) and the National Institute for Standardization and Quality (INNOQ). The project duration is 4.0 years (including 6 months inception phase) with a budget of EUR 6.550,000 Mio under funding by the European Union and UNIDO with an inter-agency agreement modality with UNCTAD for the implementation of Result 4. GOVERNING STRUCTURE AND PROGRAMME COORDINATION UNIDO has the overall project management and coordination responsibility for this project. At the topmost level of the governance structure, a Steering Committee (SC) will be created to provide strategic guidance and monitoring of progress towards established objectives and outputs. The Ministry of Industry and Commerce (MIC) of Mozambique will act as the main government counterpart facilitating communication and coordination among the various line Ministries. The core members of the Steering Committee are the MIC, INNOQ, UNIDO and EU Delegation. UNIDO is responsible for the overall implementation, monitoring and reporting of this project according to the established UNIDO rules and regulations. The project management and coordination is led by an Industrial Development Officer (IDO), as Lead Project Manager (PM), from the Standards and Quality Infrastructure (SQI) division of the Department of Trade, Innovation and Investment (TII) of UNIDO. The UNIDO Lead Project Manager (PM) will work in coordination with a Project Manager (PM) from UNIDO/BCI (Business, Cluster and Innovation Division) to coordinate Result 3 and with a Project Manager (PM) from UNCTAD’s Trade Negotiations and Commercial Diplomacy Branch to coordinate Result 4. All the PMs will be supported by the Associate Industrial Development Officer L2, advertised on this vacancy. The incumbent is posted in Vienna, and will undertake missions as required. Additionally, a Project Management Unit (PMU) will be set up in Mozambique consisting of a National Project Coordinator (NPC), National Administrative Assistant (NAA), Communication and Visibility National Expert and Driver as well as a Technical Support Team (TST) consisting of a Chief Technical Advisor for Quality Infrastructure and one for Result 3. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, in the country as well as in the region and in headquarters. Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

The Associate Industrial Development Expert will work under the direct supervision of the UNIDO Programme Manager, and will specifically perform the following duties: 1. Support the Programme Manager in the coordination and efficient implementation of the project to achieve smooth operations and coherence in the execution and delivery of the project; 2. Being responsible for technical follow-up on work plans, expenditures, and reports; 3. Review reports, support the preparation of technical and financial reports, provide inputs to technical reports and assessments undertaken on selected value chains; 4. Liaise with all centralized support services for organization of activities according to donor specifications and UNIDO requirements; 5. Facilitate requisitions/purchase orders and assist in ensuring the technical evaluation of received offers according to UNIDO rules and regulations and perform project related tasks in the enterprise resource planning (ERP) system; 6. Facilitate interactions with internal and external services; ensure audit compliance for the project documentation and assist the periodical project audit/evaluation exercises. 7. In consultation with the CTAs and National Project Coordinator contribute to the drafting of timeframes and elaboration of Terms of References (TORs) for international experts, trainings, fellowships, subcontracts and equipment purchases based on approved Annual Work Plans; assist in preparation of job descriptions and identification of international and national experts and consultants; 8. Assist in monitoring and following-up the work and findings of international consultants and subcontracts; 9. Contribute to the preparation of promotional material in order to create awareness, visibility, and publicize project results.

Minimum Requirements

Education

Advanced university degree in engineering, economics, business administration, or equivalent.

Languages

Fluency in English is required. Knowledge of Portuguese would be an asset.

Computer Skills

Field of Expertise

A minimum of 3 years of professional and technical experience in a relevant area. Experience in the provision of technical assistance, ideally trade-related required. Familiarity and knowledge of Quality Infrastructure landscape. Working experience with SAP applications for project management would be a distinct advantage. UN project implementation and field experience highly desirable. NOTE: Eligible internal UNIDO applicants are required to have served at least one year in his or her current post. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived. In the cases of internal applicants, comparable qualifications and experience in UNIDO may be considered to take into account the potential of candidates.
