Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Chief, property Management Unit (PMU), the UN Volunteer is primarily responsible for conducting the physical verification of serialized equipment and ensuring that UNAMA maintains accurate and auditable records for property control and accountability and financial reporting. The incumbent will report directly to the Chief, Property Management Unit. The UN Volunteer is responsible on a day-to-day basis for the following:

  • Assist with planning and coordination of property and inventory control activities;
  • Perform physical verification and record reconciliation of all the serialized property maintained by UNAMA;
  • Follow up with UNAMA technical sections and counterparts on actions related to the physical inspection process. This involves interaction with entities in Kabul and travel to UNAMA regional offices;
  • Liaise with property management counterparts on matters related to inventory control, receiving and inspection as well as write-off and disposal activities;
  • Maintain accurate and auditable property records for property control and accountability in UNAMA, in compliance with UNHQ guidelines, Administrative Instructions and UNAMA Standard Operating Procedures;
  • Support proper maintenance of fixed asset records in accordance with IPSAS Policy Framework and related UN IPSAS policies, conduct analysis of financial records and assist in preparation of financial reports on fixed assets and inventories;
  • Assist in implementation of the annual impairment test and review process as per IPSAS requirements;
  • Monitor and control the input of data in ERP system to ensure accuracy of property records and transactions as per established property management targets;
  • Analyze mission inventories to ensure anomalies are identified and addressed immediately;
  • Monitor progress of current operations through statistical analysis of property records by utilizing established business intelligence tools;
  • Provide support with the development of mission specific KPIs, dashboards for Business Intelligence (Bl) by analyzing the end-to-end supply chain business processes and process improvement opportunities;
  • Perform any other duties assigned by Chief, PMU.

Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:

Advanced university degree (master's degree or equivalent) in public or business administration, supply chain management, logistics or other relevant field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in fixed assets management is desirable.

Required experience: 60 Months Experience remark:

A minimum of five (5) years of progressively responsible experience in property management, property control, and asset management is required. Experience in property management gained in military or UN field operations is desirable. Experience in utilizing ERP system for asset management and reporting is desirable. Experience in IPSAS accounting is desirable.
