Security Military Track Coordinator

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Taking into account the dynamic nature of the post-Berlin process, urgent support is needed to assist UNSMIL to convene future meetings related to the security, political and economic tracks. The initial needs will have to be complemented as the different tracks advance. Strategic early efforts by UNDP are required to keep up the momentum of the process.

On the Security Track, coordination and secretariat support to the 5+5 Joint Military Commission and related meetings and/or working groups will be required. UNDP will be responsible for ensuring that the technical and organizational needs for the security track meetings are met.

Under the overall coordination of the Project Manager and in close coordination with UNSMIL, the UN Volunteer (UNV) will provide coordination, secretariat and substantive support to the security track meetings and any subsequent related work streams.

Additionally, the UNV will support the Project Manager to conduct activities related to the overall implementation of the project.

1) Planning, Coordination, Facilitation and Drafting

  • Develop and maintain collaborative relationships with UNSMIL colleagues; international partners and other stakeholders supporting the 5+5 Joint Military Commission and related security track meetings.
  • Assist in the organization of all meetings related to the security track and other Project events, as needed.
  • Transfer inputs from internal analysis and UNSMIL to the UNDP Political Dialogue Project logistics and administrative team to ensure proper facilitation of all meetings while managing political, security and reputational risks associated convening and facilitating the events.
  • Support UNSMIL in the drafting of concept notes and agendas for the meetings and events.
  • Prepare written summaries and conduct follow-up activities as appropriate and draft correspondence, reports, analyses, talking points and presentations for the Project Manager, UNSMIL or UNDP Senior Management.
  • Support efforts to convene successful security track meetings through follow-up and implementation mechanisms developed by the 5+5 Joint Military Commission and related bodies.
  • Consult and cooperate with UNSMIL and other partners to develop strategies and plans of action to address Libya’s security challenges, in pursuit of shared objectives.
  • Support the Project Manager to draft communications strategies and products for the Project.
  • Prepare contextual information materials, such as background notes, stakeholder profiles, etc.
  • Support the Project Manager to draft reports for donors and other international partners as well as UNDP Headquarters and the Regional Bureau.
  • Manage information to ensure its accessibility and utility.
  • Monitor evaluate and report on implementation.
  • Perform other relevant duties as required.

2) Political Analysis and Advice

  • Provide analysis for UNSMIL and UNDP on the developments of the security track talks and working groups, and related events and work.
  • Identify, analyze and monitor political and security developments and emerging issues with respect to the overall peacebuilding process in Libya.
  • Support the development of strategies to help build consensus for the parties in security track discussions.
  • Provide support to the follow-up and implementation of any agreements on the way forward for issues addressed by security track talks and work.
Qualifications/Requirements Required degree level: Master degree or equivalent Education - Additional Comments:
  • A Master’s degree or equivalent in criminal justice, political science, law, international relations, war and peace studies, public administration or any other relevant fields.
  • A first-level university degree (BA) in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Required experience: 60 Months Experience remark:
  • At least five years of progressively responsible experience in political affairs, law, conflict resolution, mediation, development, project implementation, reporting, project management, or other relevant area is required.
  • At least one year of experience working in a conflict-affected country is required.
  • Relevant experience in international organization or nongovernmental organization- in a conflict or post-conflict setting is highly desirable.
  • Additional qualifications in project management and political analysis, such as certifications is an asset.
  • Proficiency in MS Word, Excel, Power Point and Outlook is required.
Language skills:
