Program Coordinator (Internationally recruited)

THE POSITION 

IDLO is currently implementing a program to advance Agenda 2030, focusing on the Rule of Law and Access to Justice (SDG16). The program brings together some of IDLO’s programming, research and policy-advocacy work with a focus on Africa and the Middle East. The Program Coordinator will support overall project management, will be responsible for specific deliverables, and the monitoring and reporting of assigned project components.

In close coordination with colleagues in different Units and/or Departments across the organization, and under direct supervision of the Director, Program Development and Strategic Initiatives, the Program Coordinator will serve as a focal point for the day-to-day support to program implementation, and will be responsible for the following:

1. Support day to day program implementation, including: work planning, budget management, monitoring, and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in       accordance with IDLO processes and procedures.

  • Provide backstopping and support the coordination of work and information flow within designated project and with relevant IDLO Offices and external partners.
  • Support development of implementation plans by means of standardized program cycle management tools, logic models and frameworks, work plans, and others;
  • In coordination with relevant Units and/or Departments, monitor daily program implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
  • Draft, collate and provide input for the finalization of internal and external reports, in collaboration with relevant colleagues; coordinate the approval and submission program reports; ensuring these highlight the value and impact the program/activity brings;
  • Collaborate and communicate regularly with the Finance Unit to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder;
  • In conjunction with HR, support in the timely identification and screening of program consultants/contractors and processing of contracts;

2.  Monitor Program activities to ensure compliance with contracts and procedures and that program cycle quality controls are in place.

  • Ensure internal procedures and guidelines are observed, recommending corrective action and consulting to the appropriate department any potential compliance issues Monitor compliance with program contracts and subcontracts;
  • Ensure program deliverables meet quality standards and proactively seek input from relevant substantive experts;
  • Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for such research.

Ideal Candidate Profile

Education and work experience

  • Graduate degree in international development, law, public administration, public policy or another relevant field is required.
  • Minimum of 5 (five) years of relevant professional experience ideally with an international or non-governmental organization;
  • Previous experience in a similar role and professional experience in west and/or east Africa is desirable.
  • Professional experience and/or affinity in rule of law programming would be a considerable asset.

Languages

  • Fluent oral and writing skills in English are required.
  • Working knowledge of another official language (French or Arabic) is highly desirable.

Specific knowledge, skills and competencies

  • Familiarity with standard program and data management methodologies, tools, and processes as well as results-based management and monitoring and evaluation principles;
  • Excellent written and verbal communication skills;
  • Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software;
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • Ability and willingness to travel including to hostile environments, when necessary;
  • Proven ability to develop and foster productive working relationships with stakeholders;
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this internationally recruited affiliate professional position, IDLO shall offer the selected candidate a contract for 12 months, with the possibility of extension, subject to performance and availability of funding.

IDLO shall offer the suitable candidate an annual basic salary of Eur 36,000.- commensurate with experience and qualifications, and an additional benefits package, including medical, provident fund (IDLO contribution 14%) in accordance with IDLO Employee Regulations and Rules. Relocation support is also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in the Hague. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
