1.      Organizational Context

 

a.  Organizational Setting

 

The post is located in the WIPO Office in the Russian Federation (WRO), in Moscow, Russian Federation.  This Office is responsible for effective delivery of WIPO's products and services including development oriented services to appropriate Member States and other stakeholders.  The WRO is part of a network of WIPO External Offices (EOs) that add clear value, efficiency and effectiveness to the delivery of strategic goals of the Organization in a coordinated and complementary way with WIPO Headquarters (HQ).  The WRO is part of the Department for Transition and Developed Countries (TDC), Office of the Director General and Related Programs.

 

b.  Purpose Statement

 

The incumbent is required to perform a variety of routine duties providing professional support, technical and policy advice, information and analysis to key stakeholders on the promotion of WIPO's mandate and for improving the quality and timeliness of WIPO services for the protection and enforcement of intellectual property (IP) rights contributing to the smooth and efficient running of the WRO.

 

c.  Reporting Lines

 

The incumbent works under the supervision of the Director of the WRO.

  

d.  Work Relations

 

The incumbent interacts with a wide range of colleagues within the WRO, TDC and other work units as well as with officials outside of the Organization.

                                  

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Assist in the implementation of activities planned under the Work Plan of the WRO.

 

b.   Analyze needs and trends in Russia and provide advice and support to the WRO on key expectations, challenges and evolutions in IP related fields.

 

c.   Engage and liaise with officials of the host government and other IP stakeholders to ensure excellent communications and cooperation between Russia and WIPO HQ with a view to contributing to the achievement of the strategic goals of WIPO.

 

d.   Represent WIPO and provide expertise and advice to government officials or the private sector at international, regional and national meetings; prepare and present papers on behalf of WIPO.

 

e.   Engage and promote cooperation with key IP stakeholders in the Russian public and private sectors as well as the IP sector of international diplomatic circles; develop and manage consultative networks to raise the visibility of WIPO and improve the provision of services to stakeholders in Russia in relation to WIPO-administered treaties, for the purpose of overall development and the protection of IP.

 

f.    Draft standard correspondence; text process and format, using appropriate software, a variety of documents (official correspondence, tables, reports, presentations, publications, etc.).  Prepare analytical information on the IP issues.

 

g.   May distribute work to temporary/junior support staff in the work unit, explaining work methods, assisting with routine problems and checking work in progress to ensure compliance with applicable administrative rules and regulations.

 

h.   Perform other related duties as required.

 

3.      Requirements

 

Education (Essential)

First-level university degree in international relations, law, economics, management, business administration or other related field. 

  

Experience (Essential)

At least one year of relevant experience. A relevant advanced university degree may be accepted in lieu of six months of experience.

  

Language (Essential)

Excellent knowledge of Russian and English.

 

Language (Desirable)

Ability to work in other UN official languages.

Annual salary\:

  

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the February 2020 rate for the Russian Federation of 47.7%.

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
