OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Education, the guidance of the Director of the Division and the Chief of Section, and the direct supervision of the Programme Specialist in charge of the System Alignment and Learning Outcomes programme within the Section of Education Policy, the Project Officer will be responsible for providing professional and technical support in the implementation of the section’s programmatic activities and initiatives, with a particular focus on the project “Production and dissemination of educational resources for primary and secondary schools and pupils in the Francophone Sub-Saharan countries” funded by Agence Francaise de Developpement and those contributing to the System Alignment for Better Learning Outcomes programme. In particular, the incumbent will perform the following essential duties:

Long Description

Programme and Project Implementation:

  • Contribute to the implementation and management of projects through:

-conduct of thematic and situational analyses, including analysis and evaluation of project  implementation and delivery.
-monitoring of progress of project implementation, including identification of risks and prevention measures as well as areas for improvement and/or correction.
-contribution to the preparation of work plans and/or proposals setting out plans for project implementation.
-preparation of inputs and/or reports on projects for various purposes, for example for briefing, regular programme reporting, donor reporting, etc.  

  • Identify opportunities or areas for improved inter-sectorial and inter-sectional collaboration.
  • Provide substantive, technical and analytical support to projects, consultations, meetings, events and missions.
  • Ensure effective and timely communication with donors and partners on project progress, coordination and reporting including through the various internal coordination and management mechanisms established and hosted by the UNESCO Office in Dakar.
Long Description

Knowledge Management and Capacity Development:

  • Develop a knowledge platform for policies, expertise, publications, studies, documents, projects and proposals concerning the data systems and educational resources including the digitalization of data and contents.
  • Provide technical assistance and capacity development support to strengthen national education data and information systems, including EMIS modules aiming to ensure better tracking of the production and utilization of textbooks and other educational resources.
  • Contribute to the development of diagnostic tools for data systems, including learning assessment data analytics.
  • Provide substantive and technical backstopping in support of collaborative activities for colleagues at Headquarters, in the Field and Institutes.

Partnerships and Networking:

  • Maintain the regular liaison and effective working relationships with both internal and external partners on related topics, e.g. Regional Bureaus, Institutes, research institutes, CSOs, etc.

Education

  • Advanced university degree (Masters or equivalent) in the field of education, demographics, public policy, and/or other relevant fields.

Work experience

  • Minimum of 4 years of relevant experience in education policy and data systems, of which preferably two years acquired at the international level.
  • Proven experience in project/programme coordination and management at international and/or regional levels.

Skills and competencies

  • Strong analytical, conceptual and synthesis skills.
  • Expertise in education policy analysis
  • Ability to communicate and negotiate effectively and persuasively with various stakeholders, within and outside the organization.

Languages

  • Excellent knowledge of French (written and oral)
  • Good working knowledge of English
DESIRABLE QUALIFICATIONS

Education

  • Post-graduate degree in the field of education technologies, education assessment and/or public policy

Work experience

  • Experience in education research

Skills and competencies

  • Familiarity with the general mechanisms, platforms, and partners involved in education data and learning assessment at the global level;
  • Autonomous, hands-on, and committed

Languages

  • Working knowledge of Spanish or another UN language (Arabic, Chinese, or Russian)
