1.     Organizational Context


a. Organizational Setting

 

The post is located in the Copyright Management Division (CMD) of the Copyright and Creative Industries Sector (CCIS).  CMD proposes policy objectives, designs programs and leads activities for the establishment and strengthening of copyright management systems, including in particular copyright offices and collective and individual rights management systems at the national and international level.

CMD is also responsible for providing solutions and associated support services to improve the day-to-day operations of Collective Management Organizations (CMOs), primarily in developing countries. The services are based on a technical solution, WIPO Connect, that supports the main business processes of rights management (registration, documentation, identification and distribution) and a central component that supports data exchanges between beneficiary CMOs and other industry data sources.

 

 

b. Purpose Statement

 

The purpose of the position is to manage the delivery of the Division's services to CMOs in specified regions and/or sub-regions, in particular by ensuring the effective deployment of WIPO Connect and the delivery of associated support services.

 

 

c. Reporting Lines

 

The incumbent works under the supervision of the Copyright IT Manager, CMD.



2.     Duties and Responsibilities


The incumbent will perform the following principal duties\:


a.   Undertake assessments to conduct business and technical analysis of the requirements and capabilities of CMOs and recommend appropriate plans for the effective deployment of WIPO Connect and delivery of related projects.


b.   Plan and execute projects for the successful deployment of WIPO Connect to beneficiary CMOs including documentation of works and recordings and royalty distributions based on WIPO Connect.


c.   Train and assist CMOs on data migration and day-to-day operations managed by WIPO Connect facilitating knowledge transfer and sustainable services.


d.   Gather beneficiary CMOs' feedback and requests for the customization and enhancement of WIPO Connect, conduct business analysis and define requirements to the attention of the product maintenance and development team.

e.   Secure beneficiary CMOs' data validation by international federations and collective management operations in conformity with international best practices and international federations' business rules.

f.    Participate in seminars and workshops in support of WIPO Connect deployment; prepare and present WIPO Connect demonstrations, training materials and related presentations.

g.   Contribute to the design, development and implementation of a WIPO Connect online distance-learning course.

h.   Produce regular project reports to the Copyright IT Manager, CMD, beneficiary CMOs and other stakeholders, as required.

i.    Perform other related duties as required.


3.     Requirements


Education (Essential)


Advanced university degree in information technology, law, business administration or related field.

A first-level university degree plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.


Education (Desirable)

Specialization in copyright law or information technology relevant for copyright management and infrastructure.

Experience (Essential)

At least seven years of progressively responsible experience in the provision of business consulting or IT consulting services,  including in the field of copyright or related rights.

Experience in project management.

Experience (Desirable)

At least three years of experience in copyright or related rights, ideally working in a CMO.

Experience in providing services in developing countries.

Project management certification (PRINCE2, PMP or equivalent).

Language (Essential)

Excellent knowledge of written and spoken English or French and good knowledge of the other.

Language (Desirable)

Good knowledge of Portuguese.  Good knowledge of one of the UN official languages.

Job Related Competencies (Essential)

Good knowledge of the business and administrative procedures of Collective Management Organizations (CMOs).

Sound knowledge of modern information technologies such as relational database management systems, Java, cloud infrastructure and web application techniques and concepts.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Excellent analytical and organizational skills with the ability to work within strict deadlines.

Ability to work with technical, legal and operational staff at different levels.

Annual salary\:

  

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the January 2020 rate of 77.4%.

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
