1.    Organizational Context

 

  1. Organizational Setting

     

    The position is located in the Section for Central European and Baltic States and Mediterranean Countries in the Department for Transition and Developed Countries (TDC). TDC provides advisory services, capacity building and technical assistance towards the implementation of cooperation programs and the widespread access to and use of services provided by WIPO in Central European, Baltic States, Mediterranean, Caucasian, Central Asian and Eastern European and Transition and Developed Countries).

     

  2. Purpose Statement

     

    The incumbent contributes to the development and implementation of the Organization's cooperation programs with regard to the promotion of the protection of Intellectual Property Rights (IPRs) in countries that fall under the responsibility of the Section.

     

  3. Reporting Lines

     

    The incumbent works under the supervision of the Head of the Section.

     

  4. Work Relations

     

    The incumbent works in close cooperation with the professional staff of the Department and maintains close contacts with work units throughout the Organization.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.  Analyze and interpret economic, social and political trends in selected countries or groups of countries to identify the need for cooperation programs. Provide analysis, advice and strategic recommendations to the supervisor on cooperation activities.

 

b.  Propose, justify, design, plan, manage, monitor and evaluate cooperation projects and programs, including substantive reporting on and adjustment of implementation plans.

 

c.  Undertake technical consultancy assignments and develop proposals for assistance, taking into account the effective use of available resources with regard to EU member and candidate countries. Prepare agreements and working documents related to the cooperation activities in the countries concerned.

 

d.  Provide and coordinate in-house support and advice on the need for upgrading national IPR legislation in specific countries.

 

e.  Develop and maintain close relations with stakeholders in target countries and provide policy and procedural advice on the promotion of IPR protection. Identify opportunities to strengthen cooperation in the field of IPRs with countries and intergovernmental and non-governmental organizations.

 

f.   Plan and organize seminars, workshops and training courses, including preparation of technical documents and delivery of lectures, with a view to sharing knowledge externally on project activities and outcomes.

 

g.  Represent the Organization at meetings convened by Member States and other organizations; promote WIPO policy and the development of national IP strategies and modernization of IP systems.

 

h.  Perform other related duties as required.

 

 

3.     Requirements

 

Education

Essential

Advanced university degree in law, economics or international relations or other closely related field.  A first-level university degree plus an additional two years of professional experience may be accepted in lieu of the advanced university degree.

 

Experience

Essential

At least seven years of professional experience in the field of international relations and intellectual property.

 

Desirable

Knowledge of, and experience with, technical cooperation policies and procedures in economies in transition. Knowledge and experience in the field of the legal systems and national intellectual property legislation.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of other UN languages.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the January 2020 rate of 77.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
