VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy. The Department of Trade, Investment and Innovation (TII) supports countries in their efforts to develop through trade, investment and innovation the potential of the manufacturing sector to drive socio-economic progress. The Department is responsible for assisting countries to strengthen competitiveness in global markets through capacity-building in quality, environmental sustainability, and social accountability requirements in accordance with international management system standards and private sector requirements. It supports the establishment of linkages between producers/processors in developing countries and local, regional and global value chains (retailer, manufacturers) by developing capacities in the area of product quality.

PROJECT CONTEXT The Myanmar SECO-UN Cluster project was signed between the Governments of the Union of Myanmar through the Ministry of Commerce (Myanmar Trade Promotion Organisation), the Government of Switzerland (Swiss State Secretariat for Economic Affairs _SECO), the implementing UN agencies, and UNOPS. The project is financed by the Swiss State Secretariat for Economic Affairs (SECO). UNOPS is the trust fund manager and provides coordination support to the project. Participating UN agencies are UNCTAD (lead agency), ITC, and UNIDO. The Government of the Union of Myanmar, through its relevant line ministries (Ministries of Commerce (lead), Hotel and Tourism, Agriculture, Industry, and Education), are the implementing partners. The project is well aligned with Myanmar national development priorities as articulated in the Medium-Term Programme 2016-2021 (MTP), and draws from the Sustainable Development Goals (SDGs). Furthermore, it is implemented within the framework of the Myanmar Delivering as One, draft UNDAF 2018-2022. The project envisages two main outcomes: - Outcome 1: Farmers in Inle Lake area have enhanced quantity and quality horticulture supply capacity meeting international safety standards and certification. - Outcome 2: Inle Lake area tourism has increased contribution towards to national economic development ensuring inclusive and sustainable practices. The project is implemented in the region broadly surrounding Inle Lake, Taunggyi District, and Southern Shan State. The area was selected following consultations with Government officials, representatives of private associations, and development partners. Inle Lake region has significant potential in terms of both horticulture development and tourism demands. About 70% of the population of the region rely on agriculture for their livelihoods. Tourism is also growing because of several attractions. UNIDO is the lead agency for outcome 1 (above) and works closely with local implementation partners (IP) such as cluster/ national associations or value chain operators, as well as with relevant MOALI departments, to improve the quality and safety of products along the tea, ginger and avocado value chains. The International Trade Center (ITC) is responsible for achieving outcome 2, thus this proposal does not deal with it. The horticulture component of the project is supporting the tea, ginger, and avocado value chain (output 1), as well as functions of the quality infrastructure (outcome 1, output 2 on laboratories, certification, and standards). For output 1, the project will sub-contract most of the delivery of capacity building to competent local value chain players and to development organizations in agriculture, management and food safety. In parallel to these subcontracts, UNIDO team will organize events, workshops, consultation and other field activities to build up linkages with the tourism industry, promote the use of GAP and quality standards, and facilitate market connections. Activities for output 2, will mostly include technical assistance (TA) interventions approved in the project document, and meetings and events with stakeholders. DUTY STATION: Taunggyi, Shan State DURATION: 6 months (with possibility of extension)

Main Functions

The Administrative Assistant will work under direct supervision of the National Technical Advisor and the overall guidance of the Project Manager at UNIDO Headquarters. 1. Regular Office Duties: - Maintain all project records, filing system and regularly update them. - Answer enquiries and attend to visitors. - Coordinate incoming and outgoing mail and documentation, including courier services and maintain a register. - Support the project team in the preparation of draft letters, reports and memos. - Handle routine administrative processes, including, but not limited to project inventory, operational advance report, fuel report, leave report, follow up of payments to vendors/experts, procurement, etc. - Support the project team in the follow up and the delivery of inputs as provided for in the project work-plan. - Support the project team in arrangements related to all project related travel. - Maintain office stationary and supplies by anticipating requirements and placing orders timely. - Operate office machines such as computer, printer, photocopiers, scanner and uninterruptable power supplies. - Ensure all office equipment is safely kept and maintained in operational status, including office machines, project mobile phone and camera. Conduct duties in accordance with standard operating procedures and support the continuous improvement of those procedures. 2. Meetings and Events: - Support project team in arranging and secretarial support to meetings, including preparation of meeting documents, circulation of meeting documentation and drafting of minutes of meetings. - Support project team in arranging and secretarial support in all matters related to project events. 3. Support in-coming Missions - Provide support to incoming mission of UNIDO officials and of international experts contracted in terms of the project Maintain mission itinerary and provide logistic support (e.g. airport transfer, accommodation, transportation, etc.) 4. Stakeholder Management - Maintain a database of the project stakeholders, including contact details of key individuals. These include the main project stakeholders, notably the Ministry of Commerce, Ministry of Agriculture, Livestock and Irrigation, MFVP, MTA, and other organizations express interest in the project. - Support the project team in matters concerning project visibility and communication, including, but not limited to, distribution of pamphlets, newsletters, etc. 5. Final report Prepare a final report of the activities carried out during the assignment.

Minimum Requirements

Education

Completed secondary education. Formal secretarial/clerical training or equivalent desirable. Credit towards total working experience may be considered on a year-by-year basis, up to maximum of four years for a first university degree or equivalent diploma in a field relevant to the post.

Languages

Fluency in English. # Working knowledge of Burmese and/or working knowledge of languages used in the Shan State.

Able to give accurate and detailed information to visitors. Knowledge of typing correspondences, reports and other documents. Demonstrated ability to schedule appointments and meetings. Well versed in taking and compiling minutes of meetings. Thorough understanding of making copies of printed documents, and filing correspondences, reports and records. Adept at arranging travel schedules and reservations. Computer: Proficient in Microsoft Office applications.
