OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General for Education and under the direct supervision of the Director of the Division for Education 2030, the incumbent will lead the Section of Education for Migration, Displacement and Emergencies (EME) in the design, coordination, execution and evaluation of programme and projects and play a significant role in policy and strategy direction, development and integration, resource optimization and overall section management.

 

The incumbent will lead the Education Sector’s strategic approach to migration, displacement and different kinds of emergencies in the context of the Sustainable Development Goal 4. This will include leading and supporting section members to  conduct relevant analyses, review policies and develop new approaches in collaboration with the colleagues across the sector and in consultation with Regional Bureaus, Field Offices  and partners. S/he will establish guidelines based on best practices to assist Member States in policy formulation as well as in planning and management of education systems to address the multiple issues related to migration, displacement and different kinds of emergencies.

Long Description

In particular, the incumbent will :

 

  • Provide intellectual leadership and guidance to Education programmes/projects and team to develop, drive and ensure the delivery of a comprehensive education strategy and the design of relevant approaches, partnerships, policies, objectives and deliverables in contexts affected by migration, displacement and emergencies ;
  • Ensure the overall management of the Section -  set objectives, monitor and evaluate the performance of staff, provide guidance and ensure the staff’s continuous learning and professional development;
  • Direct the conceptualization, design, implementation, monitoring and evaluation of work plans and regular and extra budgetary initiatives and activities;
  • Set the research agenda for the section on issues related to  migration, displacement and emergencies in education, particularly in the context of the SDG agenda; conduct trends analyses; review policies and develop new approaches in addressing education rights and needs of migrants and displaced populations in emergency response, transition to development and capacity development in collaboration with and at the request of Member States and other stakeholders;

  • Establish guidelines based on best practices to assist Member States in policy formulation as well as in planning and management of their education systems in relation to issues of migration, displacement and emergencies with national, regional and international partners;
  • Collaborate effectively with relevant UNESCO’s Category 1 Institutes, in particular, the International Institute for Educational Planning,  the UNESCO Institute for Life-Long Learning and the UNESCO Institute for Statistics,  as well as with the Education Sector’s Divisions  at Headquarters  in areas of policy research, educational planning and management; 
  • Represent the Sector/Division/Section at international, regional or national events;
  • Lead resource mobilization and develop alternative funding mechanisms for initiatives on migration, displacement and emergencies.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master’s or equivalent) in education, education planning and management and/or education evaluation, social sciences or related field.

 

Work Experience

  • At least ten (10) years of progressively responsible relevant professional experience in programmes and/or projects planning, implementation, management and/or coordination, preferably in the field of education;
  • Relevant experience acquired at the international and regional level, including 5 years in crisis and conflict contexts and in humanitarian response, child protection and disaster risk reduction and conversant with the international humanitarian architecture, particularly related to coordination and funding of education work in emergencies;
  • Experience in advocacy, resource and partnership mobilization. 
  • Demonstrated experience in managing and motivating teams.

Skills and competencies

  • Extensive knowledge and expertise in Education in Emergencies and Displacement;
  • Proven ability to identify emerging educational trends and needs and ability to plan strategically and translate strategy into priorities and action.

 

Languages

  • Excellent knowledge of English, and working knowledge of French.
DESIRABLE QUALIFICATIONS

Education

  • PhD in education;
  • A specialisation in education planning and management, with emphasis on policy analysis, education in emergencies, development or economics.

 

Work Experience

  • Relevant experience in programme implementation and operational management in a humanitarian and/or development context;
  • Professional experience in the United Nations System;
  • Experience in the formulation, implementation, monitoring and evaluation of educational policy.

Skills and competencies

  • Knowledge of educational issues related to migration, displacement and emergencies;
  • Good knowledge and understanding of UNESCO mandate, particularly Sustainable Development Goal 4;
  • Familiarity with the work and general functioning of international organizations and/or the United Nations System.

 

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish).
