OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall supervision and functional authority of the Director of UNESCO Almaty Office and the direct supervision of the National Professional Officer for Culture, the incumbent shall act as a Project Assistant on the promotion of Creative Industries, in particular contributing to the implementation of UNESCO / Korean Fund-in-Trust “Strengthening Film Industries in Central Asia”. The overall objective of the project is to strengthen national capacities and regional networking to develop cultural and creative industries for the diversity of cultural expressions in Central Asia and raise awareness about the importance of cultural and creative industries (CCI).

 

In particular, the incumbent shall perform the following tasks and responsibilities:

 

1. Contribute to the coordination of project activities through:

  • Strengthening national capacities and regional networking to develop cultural and creative industries for the diversity of cultural expressions in Central Asia;
  • Identifying the opportunities and challenges, and helping to strengthen position UNESCO Almaty in area of cultural creative industries (CCI);
  • Supporting the attainment of quality programme outputs in line with UNESCO Culture Expected Results, administrative rules and project results matrix;
  • Contributing to drafting a detailed work plan and assuring regular monitoring of the implementation;
  • Daily liaising with national partners and other stakeholders;
  • Assisting in identifying project implementation partners and service providers;
  • Drafting terms of reference for the local contracts, assuring that UNESCO rules of procurement are respected;
  • Following–up on the implementation of the contracts, assessing the quality of services provided, undertaking corrective actions when necessary and requesting disbursement of funds.

2. Contribute to ensuring the monitoring and evaluation of project implementation by:

  • Participating in daily monitoring and regular evaluation of the project activities, reporting on the progress achieved and making updates of the project log frame as requested;
  • Supporting the development of an aggregate strategic analysis on project performance based on commitment of partners, progress in implementation of activities outputs;
  • Organizing and contributing to regularly conducting meetings of the project partners, preparing minutes of meetings and action plans with clear responsibilities and timeframe;
  • Supporting in conducting periodic project reviews, recording the results of the review meetings in minutes, reports and formulation of the action plans;
  • Drafting reports on project activities for UNESCO and the donor  as required;
  • Assist in preparing all administrative and financial information pertaining to the Project;
  • Assisting in fostering exchanges of information and lessons learned, identifying new strategies and actions to improve delivery of services and to achieve the project objectives.

 

3. Support in representation and coordination with partners by:

  • Contributing to ensuring project alignment with countries’ sectoral priorities;
  • Assisting in identifying relevant institutions and ensuring their engagement in project’s activities;
  • Maintaining regular relations with the national counterparts and the key stakeholders (Ministries, regional and local authorities, etc.).

4. Contribute to ensuring communication and visibility by:

  • Raising awareness about UNESCO’s 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions and about the importance of cultural and creative industries (CCI) in cluster countries;
  • Drafting the project visibility plan and ensuring its implementation;
  • Drafting and preparing technical briefs/status updates on the project for wider dissemination (UNESCO and partners websites);
  • Support in organizing project related  events (seminars, trainings and workshops) and liaising with local and international partners and media, as needed;
  • Drafting necessary press release and outreach materials, ensuring that the major events have necessary press coverage;
  • Assisting in providing inputs for publications, presentations, briefings, speeches and missions, including outreach materials, as needed;
  • Providing web content on major project’s achievements and milestones in project implementation for UNESCO's public information services;
  • Undertake other tasks that may be assigned by the supervisor for the successful Project implementation.

EDUCATION

  • Completed higher education degree in culture, education, social sciences.

WORK EXPERIENCE

  • Minimum 3 years of relevant professional work experience in the field of projects, programme support, coordination and management at the national or international levels, preferably in UN System.
  • Experience in working with Government partners and high-level development partners and international/national Non-Governmental Organizations and experts.

SKILLS/COMPETENCIES

  • Professional competence and mastery in the field of creative industries,
  • Familiarity with the administrative procedures of large Organizations, preferably UN/UNESCO;
  • Proven excellent oral, written, analytical and communication skills;
  • Ability to multi-task, prioritize to adjust work schedules and deliver timely results;
  • Ability to work in multi-cultural environment;
  • Good organizational, coordination and filing skills.
  • Ability to interpret rules and manage priorities in order to meet tight deadlines.
  • Good computer and other IT skills including excellent skills in MS office.

LANGUAGES

  • Excellent knowledge of English and Russian.
DESIRABLE QUALIFICATIONS

 

WORK EXPERIENCE

  • Experience in the UN System, European Union or an international organization.

LANGUAGES

  • Knowledge of Kazakh.

  • UNESCO's salaries are paid in local currency (Kazakh tenge).
  • Other benefits include: 2.5 days annual leave for each completed month of service, 5% for medical insurance and 10% for pension plan are included into the monthly salary.

  • Salary: *518968 KZT monthly (*subject to change in case of changes in UNESCO Almaty SC salary scale)
