1.    Organizational Context

 

  1. Organizational Setting

     

    This is a project-based post located under the Capital Master Plan funded WIPO IP Portal Program.

     

    The program is aimed at introducing a single common IT platform (hereinafter referred to as "the WIPO IP Portal"), which connects the multiple IT platforms supporting the WIPO IP Portal systems and the services of the WIPO Arbitration and Mediation Center (AMC). The WIPO IP Portal would provide a single-entry portal to users of WIPO Global Protection systems services and AMC services via a single WIPO account for each user and implement a user-friendly navigation policy with a common user interface and a central payment portal using a new global payment system.

     

    Purpose Statement

     

    The main role of the incumbent is to lead and coordinate the WIPO IP Portal software development and implementation effort based on business requirements. The responsibilities will include the interpretation and analysis of business requirements, solution design proposals, acting as lead developer and overseeing the internal software development in line with the Organization's objectives and functions and ensure their implementation and maintenance as well as interoperability and integration with existing systems and infrastructure.

     

  2. Reporting Lines

     

    The incumbent works under the supervision of the Senior Solution Architect of the WIPO IP Portal Team.

     

     

2.     Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a. Plan and coordinate/lead the development or implementation of technical projects within the Organization's overall development activities. In this context, build long-term, strategic partnerships with stakeholders and clients to ensure engagement and buy-in. Act to make sure that the products and the services in the program portfolio are aligned with the expectations and the business needs.

 

b.  Review, analyze and improve solution/software development processes, guidelines and standards within the Organization; and ensure justification by measurable business benefits.

 

c.  Draft policy and other technical documentation for the selection of architecture components.

 

d.  Evaluate and undertake impact analysis on major design options and assess and manage associated risks.

 

e.  Ensure that the system design balances functional, service quality, security and systems management requirements.

 

f.   Oversee and report on the progress of development projects, ensuring that projects are carried out in accordance with agreed standards, methods and procedures and take action to resolve problems.

 

g.  Apply and design secure development assurance and improvement practices.

 

h.  Assess the potential benefit of specific technologies, products, methods and techniques; investigate these in detail, recognize further avenues of research and identify early users, if any; provide expertise and leadership on technological changes for the Organization.

 

i.   Perform other related duties as required.

 

 

3.     Requirements

 

Education

Essential

Advanced university degree in information technology, computer science or a related field. A relevant first-level university degree plus two years of relevant professional experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

 

Desirable

Certification in Agile Methodology (e.g. SCRUM).

 

Certification in Project Management (e.g. PRINCE2).

 

Certification in Software Development, Solution or Enterprise Architecture.

 

Experience

Essential

At least seven years of professional experience in architecting and implementing complex applications, software development and coordination of technical teams.

 

Technical team coordination and project management experience obtained in a software development/implementation environment.

 

Experience working with a wide range of ICT standards, methods, tools and applications.

 

Experience researching, integrating and applying new/emerging technologies.

 

Desirable

Experience in several of the following areas\: infrastructure, cloud, enterprise and business architecture, IT service management, information assurance, application security, expert support or customer experience practice.

 

Experience with the latest web frontend technologies (e.g. webcomponents, Agular).

 

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Knowledge of other official UN languages.

 

Job Related Competencies

Essential

Expert level skills in software development, preferably Java EE, system architecture and web technologies.

 

Expert level knowledge and experience with agile software development practices, and a good understanding of standard project management methodologies and frameworks.

 

Advanced knowledge of infrastructure technologies (e.g. UNIX/Linux, networking, databases, virtualization, cloud).

 

Excellent people management skills, with the ability to matrix manage diverse project teams consisting of on-site and off-shore resources.

 

Excellent analytical and problem-solving skills.

 

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.


 

Desirable

Service management skills.

 

Vendor management skills, with the ability to develop, manage and control vendor contracts, relationships and performance for the efficient delivery of contracted products and services.

5.      Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice.  The figures quoted below are based on the January 2020 rate of 77.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
