Job Description

BACKGROUND: Founded in 1933, the International Rescue Committee (IRC) is a leading international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those affected by the world’s worst humanitarian crises.At work today in over 40 countries and 22 U.S. cities, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure.

The IRC has been operational in Jordan since 2007 and today, the IRC responds to the most urgent and sensitive needs of displaced and displacement-affect population, including vital health care, women’s protection and empowerment, child protection, and economic resiliency. Since 2016, the IRC has been working with the Greater Amman Municipality (GAM) to further the goals outlined in the Amman Resilience Strategy and draw support to innovative programming rooted in the urban displacement landscape of Jordan’s largest city.

Job Overview:

The IRC is seeking a motivated Urban Manager (Amman and Zarqa) to coordinate and expand the new portfolio of activities in East Amman and Zarqa. The SFM will serve as the primary IRC contact for the GAM and other local authorities and partners and will be responsible for building the IRC’s portfolio and operations in these municipalities. S/he will directly supervise field operations teams and will establish effective cross-departmental covering the urban area, and is responsible for driving effective cross-departmental coordination with program, advocacy and other operational teams in the Amman country office. The SFM will be responsible for coordinating and overseeing spending and procurement planning, operational budgeting, operations HR and recruitment, and representational activities in the urban areas.

Major Responsibilities:

Urban Programming and Representation

  • Cultivate and maintain strong operational relationships with Greater Amman Municipality staff and representatives in line with our Collaboration Agreement and in view of future strategic opportunities;
  • In collaboration with program managers, ensure that urban needs and program gaps are identified and analyzed for future program development;
  • With partners, design plans that support migrants and host communities to sustainably transition from reliance on relief efforts to self-reliance;
  • Explore and build relationships with relevant strategic partners in Zarqa and Amman to expand IRC’s reach and range of activities;
  • In close coordination with the Amman Country Officer SMT, maintain effective coordination with external stakeholders including local partners and government;

Operations and Program Implementation:

  • Oversee the smooth day-to-day operations of current and future IRC service facilities and centers in Amman and Zarqa;
  • Manage research related to urban humanitarian in response in Jordan on behalf of IRC’s role in a larger consortium
  • In collaboration with Finance, revise and manage the operational budget for the East Amman operation, ensuring clear projections and planning and close monitoring of expenditures. Identify gaps and future funding needs for the program and liaise on project development processes with Grants and Programs.
  • Ensure coherent procurement planning and management around program activities and facility operations;
  • Develop and maintain effective coordination mechanisms with program sectors, central operational and finance teams, and field staff;
  • Ensure proper registration status for all IRC field sites and maintain, with Partnerships Department and Operations team in Amman, clear collaborative agreements with our strategic partners;
  • Sequences and executes, in collaboration with IRC operations, the necessary PRs and procurement processes agreed with in the procurement plan;
  • Works closely with technical coordinators and the R&Dteam to ensure that the appropriate methodologies and operational guidelines are drafted jointly for use in the initials stages of program implementation;

Human Resources Management:

  • Assume overall responsibility for security and safety of IRC staff, volunteers and assets in Amman field and Zarqa;
  • Ensure compliance with IRC security plans and protocols, in supervision with the Sr. Safety and Security Manager;
  • Support the recruitment and onboarding of any operational staff needed, and approved, for the East Amman operation.
  • Responsible for adhering to IRC’s Global HR Operating Policies and Procedures;

Position Reports to: Deputy Director of Operations and Deputy Director of Programs

Position directly supervises: Sr. Field Operations Officer

Indirect Reporting: Urban Technical Advisor

Other Internal and/or external contacts:

Internal: Partnership Department, Sr. Advocacy and Communications Manager, Government Liaison Specialist, Program Managers and Program Coordinators, R&D program teams, Supply Chain, Finance, Grants Department, HR

External:Greater Amman Municipality staff and IRC Amman partners;


Qualifications

Minimum Requirements

  • BA/BS Degree in international development, urban planning and development, humanitarian law and/or related certification required; MA/MS/MBA a plus
  • Strong written and oral communication skills, effective in representation and liaison with external parties;
  • Minimum of 4 years professional experience leading and managing implementation teams and donor-funded projects. Familiarity with international donor regulations (US, EU, UK) required;
  • Civil society/NGO experience advantageous, experience with Jordanian national and local government authorities, including municipalities and governorates, a distinct advantage;
  • Past experience in urban resilience, urban planning and development or urban inclusion and local governance a plus;
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills;
  • Personal qualities: Proactive and self-starting, promotes teamwork, comfortable in strategic and operational levels of programming and representation, flexible and able to handle pressure well, has a strong sense of humor.
  • Fluency in Arabic and English is required;

Working Environment:

The position is based in East Amman with travel across Amman and Zarqa Governorates.
