ORGANIZATIONAL CONTEXT

The Office of the United Nations High Commissioner for Refugees (UNHCR) introduced its current Results-Based Management (RBM) approach in 2009, based upon a comprehensive Results Framework and `Focus¿, the organization¿s RBM tool. The purposes of RBM for UNHCR have been to enable the organization to make decisions based on evidence, be accountable for results and efficiently and effectively deliver and report on the protection and solutions results achieved for refugees and other people of concern.
Today, UNHCR is faced with a rapidly changing external and internal environment. Externally UNHCR is impacted by global demands by a myriad of stakeholders for better accountability and transparency.  In addition, the organization must align with the reforms of the UN development system and implement the agreements within the recent global compact on refugees (GCR).  Internally, UNHCR is also shifting its focus to the field by regionalizing and decentralizing greater levels of authority and accountability so it can be closer and more responsive to persons of concern and host communities.
The undertaking has been re-conceptualized as a transformative change initiative and aims to address the systemic nature of an organization¿s ability to manage to results.  To this end, the project consists of five workstreams: (1) process, (2) RBM approach, (3) culture of results, (4) capability and sustainability, and (5) technology solution.
Through the project, UNHCR aims to strengthen the ability to pursue the organization¿s strategic directions and empower its field operations to strengthen their strategies and plans based on their operational context, while maintaining a viable level of cohesion and data aggregation globally.


FUNCTIONAL STATEMENT

UNHCR seeks a qualified monitoring and evaluation (M&E) and project management professional to design and oversee DSPR¿s the organization¿s RBM capability, and supporting systems and tools. The initiative is aimed at strengthening the organization¿s ability to lead, and manage to results.

The assignment should work towards the successful implementation of the RBM project and the realization of the intended benefits.

The RBM Project Manager will perform the following duties:

¿ Lead and oversee, guide and track the design, initiation, implementation and close out of the RBM work streams, including but not limited to the new technology solution and tool(s);
¿ Oversee the RBM project management and ensure the work stream leads receive the right levels of support and advice to enable quality execution of the project.  Ensure project budgeting, tracking and reporting occurs as needed;
¿ Design and manage a contextually appropriate RBM project to deliver on the benefits needed to strengthen the organization¿s ability to lead, and manage to results;
¿ Support DSPR¿s work on reviewing the Operations Management Cycle (OMC), its business processes and functions, with a focus on the relevant RBM/M&E elements;
¿ Reporting to the project¿s steering committee, the RBM project manager will resolve strategic questions, overlapping activities, changes in the operating environment, and major risks and issues impeding the RBM effort;
¿ Ensure workstream alignment and coherence so that the organization can maximize benefits realization;
¿ Oversee the recruitment and performance management of the RBM-specific workstream leads;
¿ Advise senior internal decision makers on decisions pertaining to the RBM project and its impact on the organization;
¿ Ensure alignment with the overall organization¿s change agenda and coherence with other strategic change initiatives (e.g. regionalization and decentralization);
¿ Support senior decision-maker¿s engagement with external stakeholders as required.

The successful candidate should have a:

¿ Proven ability to work effectively with a group of high achieving peers and in a blended team of internal and external colleagues;

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

¿ A master¿s degree in business administration, programme management, development studies, international relations or related field of study is required.
¿ Formal certifications and/or training in RBM, M&E or other programme performance approaches, and/or in organizational development or change management is preferred.
¿ At least 15 years of progressively responsible experience in programme, operational management and in organizational development/change, with significant proven experience in successfully managing change programme and organizational strengthening initiatives ¿ preferably in the humanitarian or development sector.
¿ At least 10 years of direct organizational responsibility for implementing results-based management and/or other corporate performance management approaches, including but not limited to organizational assessments, monitoring and evaluation.
¿ Proven experience and technical ability to manage a large team and programmes.
¿ Experience working in or for large global decentralized organizations or project-based organizations considered a plus.


REQUIRED COMPETENCIES AND ADDITIONAL DESIRED EXPERIENCES

¿ Excellent verbal, written communication skills in English is required and knowledge of UNHCR¿s other working languages (French, Spanish) is an advantage.
¿ Excellent interpersonal skills and results-orientation is required.
¿ Prior experience in humanitarian or development sector, or working in developing and/or conflict-affected countries is preferred.
¿ Prior experience in a humanitarian cluster/sector setting and or inter-agency setting is preferred.
¿ Experience with different UN agencies, and/or humanitarian actors is a strong advantage.
