Background

Gender integration has been widely identified as instrumental to the achievement of the SDG, which not only have adopted a standalone goal on gender equality but has also gender indicators to ensure gender mainstreaming in all SDG.

Sudan in its three years transitional period in line with the strong commitment of the transition Government to promote gender equality and women empowerment would need to ensure necessary capacity of state institutions to deliver specific functions and responsibilities and ensure gendered delivery of results/outcomes across the socio-economic framework and the sectors. Such capacity would include a strong, functioning and resourced gender machinery and sectors equipped with specialized gender experts who can identify gender needs of different sectors and support the dialogue with the Gender Machinery to address them. A gender architecture with such chemistry is necessary so that the state delivers on its specific tasks related to gender and ensure gendered delivery of results/outcome across the rest of state functions and tasks.

With the financial support of SIDA, UN Women is working with the Ministry of Labour and Social Development to strengthen the institutional mechanism of the Ministry to support gender mainstreaming in sectors’ intervention and to equip the office of the Prime Minister and targeted sector Ministries with gender advisors.

The overall objective of the project is to equip Sudan with an effectual Gender Machinery to contribute to strengthen the capacity of federal and state institutions to deliver specific functions and responsibilities that accounts for gender equality and empowerment of women.

To support effective implementation of this project, UN Women in Sudan is recruiting a national Gender Coordinator who will work closely with the Ministry of Labour and Social Development and other relevant partners to support the establishment, operationalization and coordination of a gender architecture in Sudan 

Reporting to the Programme Specialist in Sudan, the Gender Coordinator will work in close collaboration with the programme and operations team at the country office, Government officials, the UN System, multi and bi-lateral donors and civil society organizations to ensure successful UN Women programme implementation under this portfolio

Duties and Responsibilities

1. Oversee and guide country Gender coordination

  • Coordinate and facilitate the development, implementation, and monitoring of the country office package support on gender coordination
  • Coordinate development and operationalization of the country gender coordination mechanism;
  • Initiate and coordinate policy dialogues on gender equality and women empowerment (GEWE) at different decisions making levels
  • Monitor effective use of resources and compliance with UN Women rules, policies, and procedures as well as donor/fund requirements;

2. Provide technical support and capacity development to project/programme partners

  • Provide technical support to the Ministry of Labour and Social Development, the UN in Sudan and development partners in the area of gender coordination
  • Support development and validation of TOR of the structures composing the Gender coordination mechanism
  • Work closely with gender experts in the different Ministries to give them needed support and support the Ministry of Labour and Social Development in its coordination role.
  • Support the gender capacity assessment of the targeted Ministries and the development and implementation of their capacity development plan;
  • Provide a platform of dialogue with women groups and NGO to ensure the needs of grassroots women are addressed by the coordination mechanism in place
  • Coordinate capacity building opportunities and initiatives of key institutions and mechanisms;

3. Provide technical inputs to monitoring and reporting of programme/ project activities

  • Provide technical inputs for the establishment of an effective monitoring system for the delivery of programme results;
  • Draft quarterly and annual progress reports and donor reports and organize progress reviews, as necessary;
  • Undertake mission, attend workshop/events and contribute to activities in relation to gender coordination and draft reports on events and monitoring missions.

4. Provide substantive inputs to financial management

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide inputs to financial reports;
  • Manage the project operations, as necessary;
  • Provide inputs to terms of reference for new staff, consultants and contractors, to ensure integration of gender coordination role as necessary.

5. Provide substantive inputs to inter-agency and country coordination

  • Coordinate the UN Gender Thematic Group (GTG) and work closely with the Sudan international partners Forum to strengthen gender coordination
  • Provide substantive inputs to the country level Comprehensive Country Assessment (CCA)/United Nations Partnership Development Framework (UNPDF) processes and similar exercises related to the Resident Coordinator system;
  • Provide guidance to the United Nations Country Team (UNCT) in supporting enhanced response to national partners in advancing gender equality and women's empowerment, as necessary;
  • Provide substantive inputs to progress reports on UN Women’s gender coordination experiences in support of UN Women inter-agency coordination role;  
  • Support celebration of events such as International Women Day, 16 Days activism, etc.

6. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Contribute to resource mobilization strategies, analyzing and maintaining information and databases on donors to support funds raising for gender coordination;
  • Prepare relevant documentation such as project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.

7. Provide substantive inputs to knowledge building and sharing and communications and advocacy

  • Provide substantive inputs to knowledge management strategies and activities;
  • Identify best practices and lessons learned that are directly linked to gender coordination and support partners benefit from them;
  • Contribute to UN Women publication and advocacy campaigns.

Required Skills and Experience

- Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

- Experience:

  • At least 2 years of progressively responsible experience at the national and/or international level in working on gender mainstreaming and gender coordination.
