The IRC Yemen Country program has been established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment and Education programming in eight governorates. The IRC Yemen Country Program operates with its Country Office in Sana’a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeida and Al Dhale, with the Al Dhale office covering Lahaj, and the Abyan office covering activities in Shabwa.

Job Overview/Summary:

Under the direct supervision of the Environmental Health Officer/HM, theHealth facility engineer Assistant Position is a junior level Management position that involves planning, and monitoring the proper implementation of the Emergency WASH Response. The position requires the supervision of some Health & WASH work as well as the proper management of the financial, material and other resources under the program and reporting periodically to supervisors.

Major Responsibilities:

·Conduct field assessment and technical survey as per IRC requirement.

·Responsible for preparation Bill of Quantities and estimates in support of health facilities which supported by IRC.

·Supervise the rehabilitation under health or newly construction of the water supply and sanitation facility

·Prepare the necessary design drawings and specifications for construction works using AutoCAD

·Review contractor’s payment certificates and invoices for the infrastructure projects and certify work quality and preparation of payment for contractor.

·Assist WASH Officer in the preparation of project / contract documentations such as periodic progress reports, site monitoring reports, Engineer’s Instructions and Variation Orders, Contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.

·Assess the work activities of contractors, measure completed work, and make recommendations to WASH Manager for progress payments to contractors.

·Provide data and information about project works to WASH/Health Managers for reporting purposes

·Performs other task as request by EH Officer as far is it related to main WASH activities


Qualifications

·Fluent spoken and written Arabic and working knowledge of English

·Proven supervisory skills. Computer literacy in standard software’s (Word, Excel).

·Proven ability to handle workloads and to work under pressure in remote area.

·Minimum one year professional experience in implementing and supervising WASH project.

·Excellent knowledge of the working environment

·INGO experience preferred

·Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

·Computer literacy is desirable

Work Environment

 

Based in Aden, Required to travel to field offices.
