Job Description

IRC’s vision for Niger is that individuals, households and communities are resilient, self-reliant and able to thrive in a changing context. IRC Niger is present in the regions of Tillabery, Agadez and Diffa with projects in the following areas: Environmental Health (EH) and Non Food Items (NFI) including Emergency – Rapid Response Mechanism (RRM), Protection (SGBV, Child Protection, Monitoring Protection and Protection Integration), Education, Nutrition, Health and Livelihoods.

Scope of work

The Protection Coordinator (hereafter referred to as “Coordinator”) will be based in Niamey. (S)he will report to the Deputy Director for programs in Niamey and will oversee at least one Protection Manager. Technical advice will be available through the Violence Prevention and Response Technical Unit. 

The Coordinator will be responsible for the overall management of all Protection projects implemented in Niger and the coordination of service delivery, the overall identification of needs of the refugee and Nigérien population, and for coordination of service responses to the identified needs. IRC Niger is also engaging in a protection response with a focus on migrants, which the Protection Coordinator will oversee. At the moment, IRC’s protection projects in Niger consist of: 1) an integrated protection project which includes SGBV, Child Protection, Monitoring Protection and Protection Integration activities; and 2) a migration-focussed protection project. As such, the Coordinator will be responsible for the overall quality implementation of all aspects of the project.

Responsibilities

Program Management

  • Lead the overall development and implementation of IRC Niger Protection programs and provide guidance to the protection staff to ensure that stated goals and objectives are met.

  • Prepare program work plans that meet the program objectives and prepare appropriate operational guidelines for project staff;

  • Ensure that project activities are implemented within the assigned budget parameters, manage all financial aspects of the protection programs, approve relevant expenses and review expenditures, in consultation with the Finance Team;

  • Analyze protection concerns in each site, propose new areas of work to IRC, and lead in proposal development;

  • Build the capacity of local partners;

  • Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings;

  • Effectively represents IRC at Protection coordination forums, like the Protection & CCCM Cluster, as well as other actors working on the issue of migration.

Staff Supervision

  • Directly supervises at least one Protection Manager and provides quality oversight to and mentoring of the protection monitoring team;

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;

  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews;

  • Overall responsible for staff workplans, work and vacation schedules, and staff training/development activities;

  • Identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies;

  • Ensure a strong team environment where all staff are valued, supported and motivated.

Grant Monitoring & Reporting

  • Development/maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;

  • Ensure regular field monitoring and modifications as required;

  • Ensure IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.

    Strategy and business development

  • Develop a strategy for protection programming in Niger, based on continuous context and technical analysis of protection concerns in Niger, and on a thorough understanding of the work implemented by with other actors.

  • Maintains a thorough understanding on the evolution of the issue of migration in Niger, applies this knowledge in the context of business development, and shares it with the country leadership, the Region and other relevant IRC units.

  • Provide input on protection in the context of the country Strategy Action Plan and related documents and mechanisms

  • Providing active, quality and timely contributions for funding opportunities in the protection field, including project design and budgeting for new projects.

Protection and Gender mainstreaming

  • Contribute to protection and gender mainstreaming efforts across IRC project when requested.

Update

Qualifications

  • Masters degree in International Law, Human Rights/International Humanitarian Law, Political Science or related, preferred;

  • 3-6 years international professional experience in managing projects in complex environments, including displacement/refugee settings;

  • Previous work experience of projects/programs supporting refugees/IDPs, in complex emergencies and/or post conflict situations, preferably in Africa and with a particular focus on Protection activities (SGBV and/or Child Protection and/or Rule of Law);

  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills;

  • Strong written and oral communication skills, effective in representation and liaison with external parties;  

  • Experience in the region, particularly in Niger, is a plus;

  • Fluency in French & English; 

  • Adaptability to work in difficult living and working conditions, and willing to live and work within restrictions imposed due to security issues.

    Work environment

    The position will be based in Niamey, Niger. Regular travel to refugee sites will be expected (50-60%). The coordinator will live in shared housing.
