This position is offered on Temporary Appointment contract and the selected candidate will work as part of the Cross Border Team for Protection and Shelter/NFI Unit.

ORGANIZATIONAL CONTEXT

The position is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. The position may directly supervise some support staff.

Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

FUNCTIONAL STATEMENT

Accountability

- The Office has reliable and up-to-date data on persons of concern.
- Standard and ad-hoc reports are produced. Trends and patterns of data are analysed and interpreted.

Responsibility

- Manage the use, maintenance and technical support of databases used in the operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
- May be required to coordinate with the GIS officer to ensure that data collection is compatible with GIS.
- Archive and backup database systems; ensure security of databases; perform database administrator functions.
- Assist in development of new applications/Databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
- Ensure that the clients' databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
- May be required to support registration activities including ProGres technical support and on-site assistance.
- May be required to support Voluntary Repatriation activities including reconciliation of VolRep data from country of asylum and encashment Centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
- Perform other duties as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Completion of Secondary Education with certificate/training in Information Technology & Database Management.
- Minimum 6 years of previous relevant experience.
- Excellent knowledge of computer software and database applications.
- Fluency in English and working knowledge of another relevant UN language or local language.

(In offices where the working language is not English, excellent knowledge of  UN working language of duty station and working knowledge of English.)

The scale, severity and complexity of humanitarian needs of people in Syria remain extensive. This is the result of continued hostilities in localized areas, new and protracted displacement, increased self-organized returns and the sustained erosion of communities¿ resilience during close to eight years of crisis. Across Syria, an estimated 5.6 million people are in need of shelter assistance and 3.4 million in need of NFI assistance. Whilst there has been a reduction in violence in many parts of the country over the past year, the security situation in NWS is extremely challenging.

The toll of the conflict on people in northwest Syria grows as the hostilities in northern Hama, southern Idleb and western Aleppo governorates continue. Violence has continued unabated since the end of April 2019, displacing hundreds of thousands of people, disrupting the provision of basic services, and killing and injuring large numbers of civilians. One third of the IDPs are going to the camps that are overcrowded. Those who decided to move outside of camps are also in need of shelter and Non-Food Items (NFI) assistance.

The Shelter and Non-Food Items Cluster (S/NFI Cluster) in Southern Turkey is led by UNHCR, coordinating the efforts of 143 member organizations in the Cross Border Operation. The working group has been established at the beginning of the conflict and has been led by UNHCR on July 2014 under the first UN Security Resolution 2165. The Cross Border Operation started working in clusters on March 2015 and covers North West Syria.

The Cluster convenes monthly meetings and technical working groups and addresses shelter and NFI needs by providing in-kind assistance as well as non-conditional/conditional cash or voucher. The cluster supports people in need within displaced, hosting and non-displaced populations through the provision of new arrival kits, construction material, emergency shelter kits during the emergency response and through the rehabilitation of private shelters and collective centres on the medium and longer term.

The Information Management Unit provides, assistance in addressing operational gaps and assisting SNFI cluster members through needs assessment and shelter/NFI response analysis. The selected candidate may also be called upon to support the protection monitoring and protection activities whenever needed.

The Cluster reaches approximately 150,000 individuals per month mainly though NFI distributions and related activities inside Syria. The closing date for applications is 31 January 2020.
