Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women has established a “Gender Hub” with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is located in the Inter-Sector Coordination Group (ISCG) Secretariat and supports humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including prevention, mitigation and response to gender-based violence and sexual exploitation and abuse into their programs through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.

The Hub will build on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection Working Group, Gender in Humanitarian Action Working Group, Gender-Based Violence sub-sector, Preventing Sexual Exploitation and Abuse network). It will offer integrated technical advisory support to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It is a capacity development hub and deliver and manage training, facilitating reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity, gender and GBV mainstreaming that is contextualized to the local situation. The Gender Hub will also act as a knowledge management hub of assessments and research that will contribute to strengthening the knowledge and evidence-base for designing interventions that will have impact.

Reporting to the National Gender and Capacity Development Specialist, the National Gender and Capacity Development Officer contributes to the program planning, implementation, and support in the reporting of capacity development interventions of the Gender Hub.  She/he works in close collaboration with the ISCG Secretariat, Sector and Working Group Coordinators, and UN Women team, Government officials, multi and bi-lateral donors and civil society ensuring successful implementation of Gender Hub activities. National Gender and Capacity Development Officer facilitates the delivery of Gender Hub’s implementation plan by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures.

Duties and Responsibilities

1.    Contribute technically to the development and review of gender in humanitarian action capacity development  strategies to be implemented by Gender Hub:

  • Provide substantive inputs to the design and formulation of program/ project proposals and other initiatives;
  • Provide inputs to the development and review of strategy documents, briefs, policy dialogue and other documents related to the Gender Hub.

2.     Provide substantive technical support to the implementation and management of the  gender in humanitarian action capacity development activities of the Gender Hub:

  • Provide technical inputs to the to the operational plan based on Gender Hub Implementation Plan and budget;
  • Co-lead the implementation of gender in humanitarian action capacity development program; ensure synergies with other team members and other stakeholders;
  • Co-organize learning/program review and/or evaluation meetings, as needed;
  • Provide support to consultants;
  • Monitor the implementation of capacity development activities and finances using results-based management tools;
  • Provide inputs to quarterly reports and donor reports, focusing on results, output and outcomes;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

3.    Provide technical assistance and capacity development to humanitarian project/program partners:

  • Coordinate and provide technical support on gender mainstreaming and transformative programming in humanitarian action. program activities;
  • Maintain relationships with national partners to support implementation and expansion of gender in humanitarian action  by adaptation, development and implement technical tools, learning modules and initiatives for gender in humanitarian action capacity development;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed;
  • Facilitate/train series of learning development modules along with other facilitators to diverse stakeholders.

4.    Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results- based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor reports.

5.    Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

6.    Provide technical support to inter-sector coordination on the Gender Hub to achieve coherence and alignment of Gender Hub programs with other partners:

  • Provide technical support to the Capacity development Specialist and Knowledge Management Specialist on the ISCG coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Support in the coordination with other UN agencies, government departments, donors and NGOs to ensure the programs’ capacity development is harmonized and aligned with other in-country efforts.

7.    Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Support in developing background documents, briefs and presentations related to Gender Hub;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Represent Gender Hub in meetings and policy dialogues when needed;
  • Support in developing advocacy strategies and their implementation;

Required Skills and Experience

Education and certification:    

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A project/program management certification and training skill would be an added advantage.

Experience:    

  • At least 3 years of progressively responsible work experience in development programme/project implementation, coordination monitoring and evaluation, donor reporting and capacity building;
  • Technical experience in gender mainstreaming and transformative women’s leadership development;
  • Technical experience gender mainstreaming in humanitarian action and long term development program;
  • Experience in training cycle management;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:    

  • Fluency in English and Bengali is required.
