Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights and peace and security. Women’s leadership and political participation is one of UN Women’s primary areas of work as mandated in its inception.  In order to promote the leadership and participation of women in decision-making processes, UN Women works to promote gender equality in Parliaments, electoral bodies, political parties, media, and other institutions. 

 

UN Women has a proven track-record in supporting women’s political participation through its projects across various regions, under the guidance of UN Women’s founding resolution (GA resolution 64/289) and in line with the UN Women Uganda Country Strategic Note and Work Plan and the UN Development Corporation Framework 2020-2025 strategic intent 1.

UN Women Uganda supported the development of a Gender Strategy to guide the Electoral Commission to mainstream gender as it executes its constitutional mandate. Prior to the development of the Gender Strategy a gender assessment was conducted in 2017 which revealed gaps in the policies, structures and programmes of the Electoral Commission. The gender assessment also built upon the extensive consultations conducted by the United Nations Electoral Assistance team during its national assessment mission (NAM) to Uganda in preparation for the 2016 elections.

The Gender Strategy recommends for the appointment of Gender Focal Persons for each department and field office. Strategic Goal 1 Objective 1 of the Gender Strategy provides for development of internal technical capacity of the EC for organizing and managing gender inclusive elections. The proposed training will equip Gender Focal Persons with skills and knowledge to support the operationalization of the Gender Strategy through utilization of gender statistics in planning and policy formulation. In order for the trained people to perform their role effectively, a Gender module will be developed that will be a guiding tool for the Gender Focal persons as they roll out the trainings on Gender Mainstreaming.

Duties and Responsibilities

The development objective underlying the proposed consultancy is the consolidation of the democratic process and good governance in Uganda. In particular the overall aim is to enhance the institutional capacity of the Electoral Commission in designing, developing and communicating gender statistics in Electoral processes as well as developing a team of resourceful persons of ToTs at EC on Gender Mainstreaming.

In collaboration with UN Women Programme Specialists on Data Statistics and Programme Specialist in Women Leadership and Political participation and under the supervision of the UN Women Deputy Country Representative the Consultant will develop and conduct a training focusing on two-fold specific objectives:

Enhancement of skills in gender statistics

  • To equip Gender Focal Persons from the Electoral commission with improved skills in designing, developing and communicating gender statistics in electoral processes.

Training of Trainers

  • To train Gender Focal Persons at the Electoral Commission to design and conduct gender statistical training at the Electoral Commission in a harmonized form and with high quality.
  • To Develop a Gender Module for the Electoral Commission.

Outputs

The consultant is required to produce the following outputs:

  • A five-day training for Gender Focal Persons of the Electoral Commission on gender statistics and Training of Trainers conducted
  • Develop a Gender training Module for EC
  • A clear report of the training both in soft and hard copy with clear recommendations for EC and UN Women submitted.
  • A validation meeting for the Module facilitated.
  • A workshop to pre-test the module conducted.

Required Skills and Experience

Education

  • Advanced University degree in Statistics; International Development Studies, Gender/Women’s studies, Law, or Sociology.

 

Experience

  • Minimum 7 years of experience in development work with specific focus on gender and Statistics
  • Experience as a gender trainer.
  • Professional experience in women and governance and women’s engagement in electoral processes in particular.
  • Experience in dealing with policy makers and senior technical specialists in Government.
  •  Understanding of the various stages of the electoral cycle
  • Extensive knowledge of the political landscape in Uganda.

 

Language Requirements

  • Fluency in written and spoken English is essential
