Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

On 12th September 2018, the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) was signed. This marked the end of the conflict that had plagued South Sudan since December 2013.  The agreement allows for a Pre-Transitional Period during which key tasks are expected to be undertaken. As part of the agreement, the Revitalized Transitional Government of National Unity of the Republic of South Sudan constituted by the parties to the conflict at the signing of the Peace Agreement is expected to be formed in November 2019 (R-TGoNU). UN Women has facilitated women, peace and security interventions in South Sudan since the outbreak of the conflict, including women’s mobilization to develop a 7 Point Agenda to influence the Peace Agreement, supported women’s participation and engagement in negotiating the Peace Agreement to ensure the inclusion of gender sensitive provisions, and has supported the government to develop a national plan of action on UNSR 1325.

UN Women with support of Sweden and Canada respectively, has also supported the placement of a senior Gender Adviser within JMEC and IGAD to ensure that the gender provisions of the Peace Agreement are adhered to, implemented and reported, and that accountability mechanisms established for those provisions.  UN Women continues to support the engagement of the signatories to the Peace Agreement representing women, the Women’ Bloc of South Sudan, the Women’s Coalition for Peace and other women peace networks, including the South Sudan Women Peace Network, to effectively engage with all the implementation arrangements and structures.    

As part of its Women, Peace and Security agenda, UN Women has developed a comprehensive programme to support the implementation of the Women, Peace and Security using the framework of National Action Plan 1325.  As a result, UN Women is seeking a highly experienced person to provide support to the Country Office, to support the rollout of the programme “Supporting Women, Peace and Security agenda through the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS), build wide-ranging support and partnerships for the programme, and mobilize resources for its implementation.   

Duties and Responsibilities

Functions:Technical assistance to the Women, Peace and Security Portfolio : 

  • Support the implementation of the ‘Supporting Women, Peace and Security agenda through the R-ARCSS” program;
  • Support the periodic analyses of the country situation pertaining to trends in women, peace and security and especially in the implementation of the Peace Agreement;
  • Support the organization of periodic consultations with key stakeholders, development partners, women leaders, women’s organizations, gender advisers to RJMEC/CTSAMVM, and UN partners to gather inputs on programme design, as necessary.

Manage technical assistance and capacity development to project/programme partners:

  • Support women’s organizations to network and develop strategies on the Peace Agreement;
  • Identify capacity building needs of partners, especially women’s organizations and lead the coordination of technical assistance, mentoring, training and capacity development initiatives.

Support partnership building in developing resource mobilization strategies:

  • Support the provision of regular updates to development partners on the status of women, peace and security in South Sudan;
  • Facilitate the work of the Women, Peace and Security working group by sending invites, taking minutes and handling all the administrative work of the WPS working group.

Strengthen collaboration with RJMEC and its institutions in the implementation of the Revitalized Agreement on the Resolution of Conflict in South Sudan (R-ARCSS):

  • Support the strengthening and enhancement of  partnership/cooperation/consultation of the RJMEC Secretariat, RJMEC institutions (National Constitutional Amendment Commission and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanisms (CTSAMVM) and key South Sudanese stakeholders with women and gender advocates including UN entities, national, regional and international civil society actors, especially UN Women Regional and South Sudan Country Offices, the AU Liaison Office in South Sudan, the Office of the AU Special Envoy on Women, Peace and Security, as well as South Sudanese women's organizations, to ensure women’s engagement in the implementation of a sustainable peace agreement in South Sudan;
  • Coordinate the administrative tasks of the gender advisers and key technical staff across the institutions working for the advancement of the Women, Peace and Security agenda.

Manage advocacy, knowledge building and communication efforts:

  • Support the organization of expert meetings, panels and other interactive events, both led by UN Women and jointly with intergovernmental or other national partners, on women, peace and security in South Sudan;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning.

  • Excellent relationships and partnerships with partners and stakeholders;

Deliverables:

A work plan prepared, indicating proposed activities and expected results, indicators, outcomes, timeframe or proportion of time to be devoted to each. The work plan will be reviewed every three months and adjusted as necessary in consultation with UN Women Country representative.

Required Skills and Experience

Education and certification:

  • Masters degree or first-level university degree in Peace and Security, social sciences, human rights, gender/women's studies, international development with at least two years of experience.

Experience:

  • At least 2 years of progressively responsible work experience in women, peace and security;
  • Experience on negotiating and working on Peace Agreements is an asset;
  • Previous experience working in a similar position is an asset;
  • Experience coordinating and liaising with government agencies, bilateral partners and UN agencies.

Language Requirements:

  • Fluency in English is required;
  • Knowledge of Arabic is an asset.
