Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women South Sudan developed its Strategic Note in a context of conflict, humanitarian crisis and challenging economic downturn.  The Strategic Note is designed to support the strengthening of normative environment, and women’ voices and agency, in the achievement of all the key national and UN indicators focusing on peace and security, ending violence against women/SGBV and through humanitarian action.  The continuous cycle of political and communal violence has all bred a culture of violence and militarization that exacerbates women and girls’ already weakened status in the society and has led to further erosion of women and girls limited community protections. South Sudan has one of the highest rates of violence against women and girls, including conflict related sexual violence, manifested at different levels – conflict related sexual violence by armed groups, of both government and opposition, within communities during ethnic/communal violence, normalization of domestic violence (DV), almost 65% of women in various studies have admitted to facing intimate partner violence and through insecurity in Protection of Civilian (PoCs) sites.    Displaced adolescent girls are further marginalized, often forced into child/early marriages as coping strategies, resulting in a lack of access to educational services, skills for job opportunities and decision making, and exposure to sexual exploitation and abuse.  Accessing justice is virtually impossible in South Sudan, and worse 

for women and girls when perpetrators are security forces, who are either outside the ambit of law/judicial processes or protected from prosecution.

Organizational Context:

UN Women as a key partner of the government of the Republic of South Sudan, is grounded in the vision of equality enshrined in the Charter of the UN, and works specifically for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. To respond to the context and needs of the South Sudan, the UN Women South Sudan Country Programme focuses on four priority areas- i) Increase women's leadership and participation; ii) Increase women's access to economic empowerment and opportunities; iii) Prevent VAWG and expand access to services; and iv) Increase women’s leadership in peace, security and humanitarian response.

UN Women seeks to recruit a National Officer to support the implementation of interventions under the Priority Area 3 of the Country Programme:  Prevent VAWG and expand access to services.

Duties and Responsibilities

Under the supervision of the Deputy Country Representative and EVAW Programme Specialist; and in close collaboration with other colleagues in the Programme and Operations Unit, the Programme Officer for EVAW shall have the following responsibilities:

  • Support program development on Ending Violence against Women with a focus on Sexual Violence in Conflict (gender justice, prevention, response (psychosocial and livelihood support), male champions, addressing impunity, security sector reforms, inter-government collaboration, planning, capacity building etc.);
  • Support organizational capacity development of partners (women’s organizations, CSOs, select government institutions) on ending violence against women/sexual violence in conflict; 
  • Support monitoring and tracking of trends and reported incidences of violence against women/sexual violence in conflict;
  • Ability to conduct periodic policy forums with development partners, women’s organizations and government, on violence against women/sexual violence in conflict;
  • Preparation of relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles to support advocacy;
  • Support inter-agency coordination on EVAW/sexual violence in conflict;
  • Support to the UN Joint Programme on SGBV;
  • Support advocacy, knowledge building and communication efforts on EVAW/sexual violence;
  • Any other related tasks assigned to her/him by the supervisor or the Country Office Management.

Competencies

  • Gender competencies including clarity on gender equality concepts, commitment to work in a gender-sensitive manner; they should be able to demonstrate ability to carry out gender analysis within specific development areas through their work experiences;

Education: 

  • A first University Degree in a relevant field and two 2 years of professional experience;
  • Additional post-graduate qualifications in programme planning and management provide an added advantage.

Experience:

  • At least 2 years of progressive work experience in programme development and management at national level, preferably experience gained within UN system, NGOs and government;
  • Previous experience in developing, managing and coordinating GBV programme is strongly desired for the assignment;
  • Previous work experience on GBV issues provides added value;
  • Previous and Strong GBV in emergencies programming experience in South Sudan;
  • Familiarity with IASC GBV Guidelines will be an added value;
  • Familiarity with the UN SC 1325;
  • Good understanding of the South Sudan context and the SGBV issues;
  • Good working relationship with women;
  • Excellent oral and written communication skills in English; 
  •  Field experience would be an asset.
  • Language Requirements:

  • Fluency in English and Arabic.
