Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.


Reporting Lines

Under the overall guidance of FAO Representative in Yemen, the direct supervision of the FAO Emergency and Resilience Coordinator, and in collaboration with FAO Units and counterpart national authorities, the National Consultant will assist in the implementation, development and monitoring of all activities pertinent to the Fisheries component of ongoing and pipeline humanitarian and development projects.


Technical Focus

FAO has been implementing various projects in Yemen which are guided by the FAO Programme in the country. FAO is playing a crucial role in the Yemen crisis, and ensure food availability and incomes. A short to medium-term recovery and rehabilitation is imperative to push for the momentum of providing livelihood opportunities to the population.

Tasks and responsibilities
  • Assist in preparing the specifications of inputs, supplies and equipment, envisaged in project document and assist in their procurement and distribution to beneficiaries;
  • Extend technical expertise to project beneficiaries for a successful implementation of the project;
  • Establish linkages with appropriate national authorities, UN agencies and NGOs active in project areas for monitoring and coordination;
  • Assist in preparation of time-phased work plans for project activities in the fisheries sector covering the whole duration of the projects;
  • Assist in preparation of criteria for selection of project beneficiaries as well as benchmark indicators for end-project monitoring;
  • Prepare distribution plans and establish input delivery points in consultation with project implementing partners;
  • Assure a quality control of inputs provided by suppliers prior to their distribution to beneficiaries;
  • Closely monitor the implementation of projects at beneficiary level for timely identification of problems, if any, and institute solutions directly or by referral to other experts;
  • In collaboration with national counterparts, organize extension support and assist in planning, organizing and implementation of training sessions for recipient communities as required to ensure optimum use of project inputs;
  • Assist in the preparation of reports on inputs distribution and training activities;
  • Analyze the collected evaluation data and prepare an evaluation report of the implemented activities based on the results of the evaluation survey reflecting the efficiency and effectiveness of project inputs;
  • Determine best practices and success stories based on beneficiaries feedback and own observations from the field;
  • Assist in preparation of periodic progress and ad-hoc reports, monitoring reports, and final narrative project reports for submission to donors;
  • Prepare monthly progress reports (with detailed information regarding project activities) for submission to FAO;
  • Ensure timely implementation of planned activities as identified in project work plans;
  • Perform other related duties and activities as required;
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • University Degree in fisheries or a closely related field;
  • At least five years of relevant working experience in planning and implementation of fisheries programs;
  • Full competency and fluency in English and Arabic.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Experience in humanitarian assistance is a plus

Selection Criteria
  • Demonstrated capacity to plan, advise and guide planning processes;
  • Demonstrated capability to manage and coordinate implementation of emergency quick-impact and fisheries/coastal areas development projects;
  • Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies;
  • Ability to plan, organize, implement and report;
  • Ability to work within a team of professional staff from diverse technical and cultural backgrounds;
  • Ability to work anywhere in the country
