Young Graduate Trainee for Procurement for Telecommunication Satellites Programmes

Within the Procurement Department, the Telecommunications Procurement Section is in charge of procurement implementation of all activities in support of the Telecommunications Department, including Business Applications. The relevant contracts cover a wide range of complexity, from €60k for business applications, €100k for R&D to large-satellite projects worth several €100m.
The Section implements all related procurement tasks, ranging from tendering, planning and issuing invitations to tender to evaluation of proposals, negotiation of contracts and their signature and monitoring. Within the Division, the Section contributes to the overall reform of the procurement rules and procedures ongoing within the Department and supports the general work initiated in the Department to improve time-to-contract. In this context, the Division pays particular attention to ensuring consistency of contract management between the various Programme Directorates as well as other Procurement Divisions.

As a YGT, you will be providing support as contracts officer to the Telecommunications Directorate at ESA. You will become proficient at applying ESA’s Procurement Regulations and at drafting and negotiating contracts both for satellite procurements and for the downstream more commercial application activities.
Tenders, at a complex organisation such as ESA, require very good organisational skills and the capacity to interact with persons having backgrounds other than law.
You should have just completed, or be in their final year of a university course at Master's level (or equivalent) in Law or Economics, including preferably some knowledge in Contract and/or Procurement Law.
The knowledge and the capacity to work with Microsoft Office tools, as well as sharepoint will be an asset.
The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
You should demonstrate good interpersonal skills and the capacity to work both independently and as part of a team.
